Scope
2.2 There have already been a number of rail schemes that have been successfully developed using a PPP programme. This project will seek to take the benefit of lessons learned and apply it with a view to creating guidance for the management of PPP programmes in the rail sector.
2.3 The categories of rail schemes to be considered will include high speed rail, railway station development and rolling stock procurement.

Former Team Leader Area of Work: Consultant - Infrastructure & Project Finance Group Country: United Kingdom Experience: Jonathan is a consultant in the Infrastructure & Project Finance Group of CMS Cameron McKenna LLP with particular expertise in PPP/PFI, both in the UK and internationally. He joined CMS in 1982 and has practised in London, the Far East and Japan, where he was the resident partner in the firm’s Tokyo office from October 1991 to June 1994. He was a partner in the London office from July 1994 to April 2015. The Infrastructure & Project Finance Group at CMS has a Tier 2 ranking in the Legal 500 2014 Edition, with Jonathan listed as a named partner http://www.legal500.com/firms/557/offices/341 Jonathan has a special interest in the Rail sector, and is featured in Band 3 of the Chambers and Partners 2015 rankings where he is highlighted for his knowledge on PPP/PFI. Jonathan was the lead external legal adviser to the UK Department for Transport on the High Speed 1 project for over 15 years. He was responsible for co-ordinating the provision of legal advice in relation to a wide range of commercial matters and advised the Department on the sale of the concession to operate and maintain the high speed line to Borealis Infrastructure and Ontario Teachers’ Pension Plan for £2.1billion in November 2010. Advising the Government of India, Ministry of Railways in connection with the proposed redevelopment of New Delhi Railway Station, on a Public Private Partnership (PPP) basis. The project also involves the regeneration of a large area of adjoining railway land.
Advising Tramlink Nottingham in connection with the second phase of the Nottingham Express Transit (NET Line Two) PFI project. The existing NET Line One arrangements have been terminated and, under a new concession agreement, the contracting authority will procure the design, construction, financing and commissioning of two further lines, together with the operation and maintenance of the entire extended network over 23 years. | |||||||||||||||||||||||||||||

After completing two master's degrees at La Sorbonne University in Paris specialized in public business law and public litigation related to public tendering, PPPs, environment Law, planning etc., she joined the Paris Law School and qualified as French Lawyer. She joined CMS Cameron McKenna in July 2015. Through her academic background and the various work experience she has undertaken, Laurie has acquired a good understanding and skills on the development of public projects and infrastructures. I have worked for Contractors, Public Authorities and Engineering Consultancies in various countries. The above experiences combined with strong analytical skills have given me a good understanding of the critical business drivers in large, multidisciplinary design projects. Area of Work: Academia Country: Russian Federation Experience: Svetlana’s experience covers many areas of legislation with a particular emphasizes on international law and public-private partnership. She has been working for 8 years as a Deputy Chairman of the Legal Committee of the Government of St. Petersburg on issues of legal expertise in the field of property relations and investment, including legislation in the field of PPP). During this period Svetlana took part in legal structuring of several large-scale PPP projects, particularly in construction and operation of Pulkovo Airport, Western High-Speed Diameter, Orlovski Tunnel, Perinatal Center, etc. She also was a member of the Working Group on development of the first regional Law on PPP in Russia No. 627-100 from 25.12.2006 “On Participation of St. Petersburg in Public-Private Partnerships”. Other Svetlana’s professional activities include the leadership of the Working Group on PPP in Coordination Council for the Development of the Transport System of St. Petersburg and Leningrad Region and the membership in the Working Group on Regulatory and Methodological Support of PPP Mechanisms Development in Healthcare in the Coordination Council for PPP of the Healthcare Ministry of the Russian Federation. Currently, Svetlana Maslova pays more attention to the research and methodological activity in the field of PPP. Thereby, she is the developer of educational and professional training programs, head of research and expert projects in the field of PPP and the author of more than 30 academic publications and case studies on PPP published in Russian and international sources.
