IMPORTATION and CUSTOMS PROCEDURES A previous Ministry of Trade regulation, No.28/2020, was effective from 23 March but is no longer effective as of 30 June 2020. This temporarily eliminated import certification requirements on imports of certain products, such as masks and PPEs, due to COVID-19. (source: Ministry of Trade, 20 March 2020). Effective 17 April 2020, as of Ministry of Finance regulation No. 34/2020, the temporary elimination of import tariffs on certain medical and pharmaceutical products used in the treatment of COVID-19 was implemented. This included 73 tariff lines at 8-digit level, in the following HS Chapters 29; 30; 34; 38; 39; 40; 62; 63; 64; 65; 90. Imports also exempted from VAT and income taxes. DGCE’s National Measures in Response to COVID-19 Outbreak Actions taken by Directorate General of Customs and Excise of Republic of Indonesia (DGCE) in response to the COVID-19 outbreak are as follows:
In the context of prevention and control of COVID-19 outbreak, exemption of excise duties for ethyl alcohol shall be given to manufacturers or storage companies based on orders from government agencies or non-governmental organizations related to Covid-19 countermeasures.

Minister of Law and Human Rights has issued Temporary Prohibitions of Entry (Travel Ban) into Indonesia for Foreigners in response to Covid-19’s Outbreak. Exceptions are granted to crew members of air, sea or land transport as well as medical aid and other humanitarian workers. The aforementioned foreigners excluded from the new policy must possess a valid health certificate (in English language) issued by Health Authority of respective country; reside for at least 14 (fourteen) days in a country/territory with no eminent case of Covid-19; and comply to be Quarantined for 14 (fourteen) days facilitated by the Government of the Republic of Indonesia. Most ports in Indonesia are in operations recognizing the importance of sea transports in transport and logistics connectivity. Local authorities that want to close down their local ports must obtain advance approval from the Ministry of Transport Directorate General of Maritime Affairs. Some measures to prevent COVID19 are imposed, such as sterilization or separation of equipment that has been used by people suspected of being infected with Covid-19 and other quarantine measures in accordance with the Health Handling Protocol Covid-19 issued by the Ministry of Health.
