In order to take operational measures to overcome the negative consequences of the spread of coronavirus infection 2019-nCoV, a “green corridor” has been organized for certain essential goods, which provides for performing customs operations as a matter of priority and as soon as possible in customs checkpoints, as well as the possibility of extending the working time of customs checkpoints if such a need arises.

Foreigners and stateless persons, except specified categories, need a PCR test or vaccination certificate on entering the Republic of Belarus.

For foreigners departure from the Republic of Belarus is not restricted. Also they do not need PCR test.


Before traveling abroad, we recommend to clarify information about the rules for entering the country of destination (the presence of a PCR test and other additional documents).


Transit through the territory
of the Republic of Belarus

Transit for foreigners is possible only if they arrive in Belarus via the air checkpoints.

Transit is:

1. Entry of a foreigner into the Republic of Belarus at the checkpoint at the airport by air from one state, following the established route through the territory of the Republic of Belarus and departure of a foreigner from the Republic of Belarus to another state at a road checkpoint, a simplified checkpoint, a checkpoint at a railway station, a checkpoint at a river port.

2. Entry of a foreigner into the Republic of Belarus at the checkpoint at the airport by air from one state and, without leaving the territory of this checkpoint (transit zone), departure of a foreigner to another state by air.

3. Entry of a foreigner into the Republic of Belarus at the airport checkpoint by air from one state and, without leaving the territory of this airport, departure of a foreigner to the Russian Federation by air.If the transit is documented within a 24-hour period, a PCR test is not required.

In the absence of a document confirming 24-hour transit through the territory of Belarus, a foreigner needs a PCR test. In addition, he or she will be given a questionnaire of the newcomer, which must be handed over to an official of the border service authorities when leaving the country. At the same time, in the questionnaire as a place of residence (stay) in the Republic of Belarus, travelers must make an entry: «transit through the territory of the Republic of Belarus in no more than 24 hours».

If the transit period exceeds 24 hours, it is possible for a traveler to cross the border only if he or she has a certificate with a negative result of a PCR test for COVID-19 infection (to get a certificate, travelers must contact a medical institution of Belarus).

PCR test


Foreigners who have reached the age of six, with the exception of those who have a permanent/temporary residence permit on the territory of the Republic of Belarus, arriving in Belarus, must have an original or a copy of a medical document on paper or in electronic form, including in the system "Traveling without COVID-19", confirming a negative result of a PCR test for COVID-19 infection.

The PCR test is performed within three days before the date of crossing the State Border of the Republic of Belarus by the polymerase chain reaction method. The medical document on the results of laboratory research must indicate the last name, first name, patronymic (if any) of the citizen, the date and the result of the laboratory test for COVID-19 infection (in Belarusian, or Russian, or English).

The absence of a medical document is a ground to refuse foreigners entry to the Republic of Belarus


The validity period of the PCR document is calculated from the date of its execution, which is considered the first day of the PCR, until the expiration of the fourth day. (If the date of execution of the PCR is 01.08.2021, then from 00.00 05.08.2021 the PCR document is not valid for entry into the Republic of Belarus).


Vaccination document



The vaccination course against COVID-19 infection must be completed within 1 to 12 months before the date of arrival to the Republic of Belarus. The vaccination document must contain the last name, first name, patronymic (if any) of the citizen, the end date of the vaccination course (in Belarusian or Russian and (or) English).

Entry to Belarus

For foreign citizens who have a permanent/temporary residence permit in Belarus, there are no restrictions on entering the country. They also don't need a PCR test.

Self-isolation has been canceled for all categories of citizens arriving from abroad. At the same time, persons who have already received self-isolation requirements before the entry into force of Resolution No. 727 are obliged to stay in self-isolation before the expiration of the specified period.

For foreign citizens and stateless persons, except for those who have a permanent/temporary residence permit in Belarus, entry into the Republic entry into the Republic of Belarus is temporarily suspended (there are exceptions).

The vaccination course against COVID-19 infection must be completed within 1 to 12 months before the date of arrival to the Republic of Belarus. The vaccination document must contain the last name, first name, patronymic (if any) of the citizen, the end date of the vaccination course (in Belarusian or Russian and (or) English).


In order to avoid problems when crossing the border, all persons are required to produce documents confirming the purpose of the trip, translated into one of the state languages of the Republic of Belarus (Belarusian, Russian). The accuracy of the translation or the authenticity of the translator's signature on the translation must be certified by a notary or another person entitled to perform such a notarial act.

When citizens of the Russian Federation transit to Russia, the PCR test is not required.

Departure from the Republic of Belarus

In order to avoid problems when crossing the state border, foreigners are advised to present documents confirming the purpose of the trip, translated into one of the state languages of the Republic of Belarus (Belarusian, Russian). The authenticity of the translation or the authenticity of the signature of the translator of the document must be attested by a notary or other official who has the right to perform such a notary act.

Entry to Belarus

For citizens of the Republic of Belarus and foreigners who have a permit for permanent or temporary residence in Belarus, there are no restrictions on entering the country. They also don't need a PCR test.

Foreigners and stateless persons (except for those who have a temporary / permanent residence permit in Belarus) are allowed to enter Belarus only through airports.

All foreigners and stateless persons who have reached the age of six (except those who have a temporary/permanent residence permit in Belarus) to enter Belarus are required to have a negative PCR test performed no later than 3 days before crossing the border.

Except for those who have a certificate of vaccination against COVID-19. (The vaccination course must be completed at least 1 month and no more than 12 months before the date of the border crossing).

The validity period of the PCR document is calculated from the date of its execution, which is considered the first day of the PCR, until the expiration of the third day. (If the date of execution of the PCR is 01.12.2021, then from 00.00 05.12.2021 the PCR document is not valid for entry into the Republic of Belarus).

Seven-days-stay of individuals in isolation is calculated from the date of arrival in the Republic of Belarus, which is considered the first day of stay in isolation until the expiry of the seventh-day-stay in isolation. (If the date of execution of the PCR is 01.12.2021, then from 00.00 05.12.2021 the PCR document is not valid for entry into the Republic of Belarus).

If a traveler has a document confirming 24-hour transit through the territory of Belarus a PCR test is not necessary

In the absence of a document confirming 24-hour transit through the territory of Belarus, a foreigner will be given a questionnaire of the newcomer, which must be handed over to an official of the border service authorities when leaving the country. At the same time, in the questionnaire as a place of residence (stay) in the Republic of Belarus, travelers must make an entry: “transit through the territory of the Republic of Belarus in no more than 24 hours”.

If the transit period exceeds 24 hours, it is possible for a traveler to cross the border only if he or she has a certificate with a negative result of a PCR test for COVID-19 infection.

Russian citizens arriving in Belarus from third countries through air checkpoints not for transit must also have a certificate with a negative PCR test for COVID-19 infection.

Сitizens of the Russian Federation transiting to Russia, are not required the PCR test.

Foreigners and Russian citizens arriving in Belarus from the Russian Federation who do not have a temporary/permanent residence permit in Belarus are required to have a PCR test in accordance with the provisions of the Decree.

Update on key border crossing points: Belarus, Estonia and Latvia

Following closure, due to the ongoing Ukraine crisis, of border crossing points between Ukraine and Russia, and between Ukraine and Belarus, many transport operators have had to change itineraries and find alternative routes. This has increased traffic and put even more pressure on already congested border crossing points in the region.

Between Belarus and the EU (Latvia, Lithuania, Poland), where more than 5,000 trucks were already waiting before the crisis began, queues have subsequently grown longer with waiting times now reaching nearly two weeks.

Between Russia and Latvia, and between Russia and Estonia, more than 1,200 trucks were queueing, with an estimated waiting time of 30-40 hours, over recent days. Truck movements at these borders have now returned to normal levels. There are practically no queues to exit the EU. To enter the EU however, queues have increased due to strengthened control measures and inspections.

Border crossing point “Kuznica” closed

Poland - Belarus


Poland closed the border crossing point “Kuznica” on the border with Belarus (Bruzgi), for any type of movements from 7:00 on 9 November 2021, and until further notice.

Road transport operators are kindly advised to use other border crossing points, notably Berestovica (BLR) – Bobrovniki (POL) or Kozlovichi (BLR) – Kukuryki (POL).

Obligation to use navigation seals when entering Belarus from Lithuania by road

Belarus - Lithuania

The Belarusian Government issued a Regulation No. 439 dated of 28 July 2021, which imposes the obligation to use navigation seals when entering Belarus from Lithuania by road, either for bilateral movements or for transit.

This obligation is not applicable to goods transported under customs transit regime from the Kaliningrad region of Russia to Belarus transiting through Lithuania, as well as to heavy and(or) bulky transport, which require a special permit.

The above Regulation shall enter into force on 30 August 2021.

COVID-19 update: Mandatory disinfection of all vehicles at BCP “Novaya Guta” from 1 July 2021


The Belarusian Government has issued a Regulation dated of 15 June 2021 No. 335 which shall regulate certain aspects of launching an experiment on mandatory disinfection of vehicles when crossing the state border.

Buses and coaches, cars and trucks with Belarusian or foreign registration will be subject to disinfection. The OOO BelGlobalGarant company will provide services in exchange for control marks, which can be purchased in BelGlobalGarant’s retail points and at the border crossing point “Novaya Guta” from representatives of the Belgosstrakh state insurance company and Belarusbank.

The driver or the owner of the vehicle will have to present a control mark to the border service officer, whom checks documents for entry to Belarus. The border service officer will break a control mark and return it to the driver or the owner of the vehicle.

Vehicles, whose driver or owner refuses to purchase a control mark will not be allowed to enter Belarus. Once the vehicle has completed all cross-border formalities, it moves to the disinfection site located outside the border crossing point to go through the disinfection gate.

The fee for disinfection is set as follows:

-       Freight vehicle (truck + trailer/semitrailer) – BYN 25 (or ~ EUR 8,3)

-       Bus or coach – BYN 12 (or ~ EUR 4)

-       Car – BYN 2 (or ~ EUR 0,7)

As a reminder, the experiment will take place from 1 July 2021 until 1 October 2021 and so far at border crossing point “Novaya Guta” only.

Electronic queue available at BCP “Kamenny Log” in Belarus


From 10 June 2021 a booking service of an electronic queue is now available at the border crossing point “Kamenny Log” on the border with Lithuania.

Experiment on disinfection of the vehicles at the checkpoint (Novaya Guta) in Belarus

The Ministry of Agriculture and Food of the Republic of Belarus informs that in accordance with the Decree of the President of the Republic of Belarus from 26 April 2021 №. 162 «On conducting an experiment» from 1 July 1 2021 till 1 October  2021 at the checkpoint across the State border of the Republic of Belarus (Novaya Guta), will be conducted the experiment on the compulsory disinfection of vehicles (buses, cars and trucks) entering the territory of the Republic of Belarus.

Attention is drawn to the fact that in the course of this experiment, a paid mandatory disinfection of vehicles will be carried out.

If the driver (owner) of the vehicle refuses to undergo the compulsory disinfection, this vehicle will not be allowed to be enter into the territory of the Republic of Belarus at the checkpoint across the State border of the Republic of Belarus (Novaya Guta).

Updated situation at borders (Belarus-Lithuania)

Belarus - Lithuania 

Starting from 12 April 2021, on the BLR-LTU border, in addition to already functioning border crossing points – Kamenny Log (BLR) – Myadininkai (LTU), Kotlovka (BLR) – Lavorishkes (LTU), Benyakoni (BLR) – Shalchininkai (LTU), Privalka (BLR) – Raigardas (LTU) – three more will resume functioning, although with some limitations, notably:

-       Vidzy (BLR) – Tverečius (LTU) is open for crossing the border by persons regardless of their citizenship, empty freight vehicles and passenger transport vehicles with a maximum permitted weight of no more than 3,5 tons and with the number of passenger seats of no more than eight, driver's seat not included, regardless of the country of their registration, as well as for the movement of goods for personal use;

-        Losha (BLR) – Shumkas (LTU) is open for crossing the border by persons regardless of their citizenship, passenger transport vehicles with a maximum permitted weight of no more than 3,5 tons and with the number of passenger seats of no more than eight, driver's seat not included, regardless of the country of their registration, as well as for the movement of goods for personal use;

-        Lyntupy (BLR) – Papialiakis (LTU) - only for freight vehicles transporting heavy or bulky goods under special permit.

Republic of Belarus introduces seasonal load restrictions in relation to republican roads from March 25


In order to ensure the republican roads safety during the periods of unfavourable weather (meteorological) conditions, the Ministry of Transport and Communications of the Republic of Belarus introduces temporary load restrictions on the axles of vehicles, self-propelled vehicles in relation to republican public roads.

By the Official decree released by the government, seasonal traffic restrictions on certain republican roads are introduced:

From March 25 to April 20, 2021 - the maximum permissible load on a single axle is up to 6 tons and up to 9 tons (according to the list of roads);

From May 24 to September 15, 2021 - at daytime air temperatures above 25° С the load on a single axle of not more than 6 tons in relation to republican roads with asphalt-concrete pavement from 11.00 to 20.00 inclusive.

These restrictions do not apply to road sections according to the list (toll roads, the M-14 motorway along the entire length and the section of the P-80 motorway, km 0 - km 15).

In order to prevent the spread of infection related to COVID-19, Belarus has temporarily closed its borders for entry through road, rail and river ports, from 1 November 2020 until further notice.

A border crossing point at the Minsk National Airport will continue to receive passenger arrived by air as usual.

The introduced restrictions are not applicable to drivers of vehicles performing international road transport operations, as well as transporting international postal items.

Drivers of vehicles intended for international road transport are not subject to the temporary restriction on entry to the territory of Belarus, introduced on 29 October 2020 at the land border crossing points.

The State Border Committee of the Republic of Belarus informs that “due to the current epidemic situation in the neighboring countries” the Republic of Belarus temporarily restricted the entry of certain categories of individuals from Latvia, Lithuania, Poland and Ukraine to its territory through land border crossing points.

Restrictions do not apply to:

  • the employees of diplomatic missions and consular offices with the diplomatic and service passports;
  • the drivers of the vehicles intended for international road transport;
  • the members of train and locomotive crews of international railway communication.

From 15 October 2020, foreign citizens and stateless persons, with the exception of permanent residents of Belarus, arriving from countries in which cases of COVID-19 are not registered (countries not on this list, list in Russian only) must have an original medical document (in Russian, Belarusian or English), confirming a negative laboratory test result for COVID-19, performed by PCR no later than 72 hours before arrival in Belarus.

On the 17 September 2020, many media reported that Belarus announced closure of its borders with Lithuania and Poland, and strengthened security measures on the border with Ukraine.

IRU is closely monitoring the situation and citing Border Guard Authorities of Belarus, Lithuania and Poland confirms that currently cross-border movements are performed as usual and all border crossing points function for entry/exit formalities within their carrying capacity.

On 29 June, the Council of Ministers of the Republic of Belarus issued Resolution No. 372, which amends Resolution No. 171 of 25 March 2020; concerning measures to prevent the importation and spread of infection caused by the coronavirus COVID-19; as well as Resolution No.311 of 25 May 2020, on the deployment of navigation devices (seals).

Notably, drivers in transit are no longer requestedto use designated highways or stop for rest and fuelling at designated rest areas or fuel stations, or exit Belarus, no longer than the next day, upon the date of entry.  Drivers are no longer required to use navigation seals for transit via the territory of Belarus.  Navigation seals will be offered as an alternative to customs convoy in cases required by the legislation.

Also, drivers who failed to comply with the above requirements will no longer be requested to use navigation seals for transit via the territory of Belarus. Navigation seals will be offered as an alternative to customs convoy in cases required by the legislation.

The Resolution shall enter into force on 1 July 2020.

On 16 June, the Ministry of Transport of Belarus introduced temporary restrictions on axle loads of vehicles operating on public roads from 1 July to 20 September. The provision aims at ensuring safety on highways when daytime temperature exceeds 25° C. Therefore, the maximum permissible axle load for vehicles running on asphalt concrete pavement will be 6 tonnes. The restriction will apply on asphalt roads from 11:00 to 20:00 inclusive.

The provision does not apply to the following cases:

  • sections of toll roads;
  • M-14 highway Second ring road around the city of Minsk;
  • section from km 0 to km 15 of the highway R-80 Sloboda - Papernya;

The list of specialised places for stopping (parking) for rest and meals for drivers and refuelling vehicles in transit through the territory of Belarus has been extended.

The Resolution of the Council of Ministers of the Republic of Belarus of 28 May 2020 No. 321 (enters into force on 30 May 2020) which amended the Resolution of the Council of Ministers of the Republic of Belarus of 25 March 2020 No. 171; concerning measures to prevent the importation and spread of infection caused by the coronavirus COVID-19.

The obligation to leave the territory of the Republic of Belarus by the shortest route, and no later than the day after the day of entry onto its territory, does not apply to drivers in transit if it is necessary to obtain a special permit on the transport of dangerous goods during the international road transportation.

The new edition contains a list of motorways on which vehicles in transit are obligated to pass and stopping (parking) for rest and meals for drivers, refuelling vehicles is now possible in accordance with Appendix 1 to the Resolution No. 171. This list has been expanded by more than 40 stopping points.

In addition, changes were made that affected the following provisions:

- the requirements of the Resolution No. 171, prescribing to drive only on republican roads, on which stopping (parking) for rest and meals for drivers, refuelling vehicles is possible, and your vehicle leaves the territory of Belarus no later than the day following the day of entry into its territory, will be extended not only for drivers performing international goods transport, but also for all drivers in transit through the territory of the Republic of Belarus using the vehicles intended for international road transport (including empty vehicles and passengers transport);

- drivers who carry out regular international road passenger transport are given the opportunity to not comply with the requirements to pass on republican roads included in the list and stop in specialised places for rest and meals for drivers;

- when performing operations and actions provided for in the first part of subparagraph 1.3. of the Resolution No. 171 (obtaining along the route a special permit for the passage of oversized and heavy vehicles through the territory of a foreign state, a special permit for the transport of dangerous goods during the international road transport of goods, in the event of an accident (breakdown) of a vehicle, as well as in the event of an unloading, reloading (transshipment) of goods, vehicle replacement), the driver must have and submit for control the documents confirming such operations or actions.

The form of the requirement for the driver in transit through the territory of the Republic of Belarus using the vehicles intended for international road transport is set forth in the new edition.

The Belarusian Government has issued a Regulation of 25 May 2020 No. 311 on the deployment of navigation devices (seals). This regulation was published yesterday and will enter into force on 7 June 2020.

The document notably requests that transport operators in transit who have violated subparagraph 1.2. and (or) 1.3. of the Regulation of 25 March 2020 No. 171 (i.e. failed to use only designated highways or parking areas to comply with transit deadlines) will be allowed to transit the territory of Belarus only in cases where navigation seals are attached to the goods compartments of their vehicles in order to track their location.

These provisions shall not apply in cases of malfunction of the navigation system caused by technical problems, or breaches in the means of communications, or when customs escorts are used in accordance with the customs procedure of customs transit.

Navigation seals will be attached at the border crossing points before entry into Belarus either by customs authorities, or by the national operator (Belneftegaz), or by other authorised entities.

Removal of navigation seals will be carried out at:

- the external borders of the Eurasian Economic Union (EAEU) by either the customs authorities, or by the national operator (Belneftegaz), or by other authorised entities;

- the RUS-BLR border by either the national operator (Belneftegaz) or by other authorised entities.

Governmental Regulation of 25 May 2020 No. 311 has also set a fee for this service – 3 basic units which is currently BYN 81 or EUR 31, VAT included.

This legal act has been adopted by the government to ensure deployment of navigation seals in Belarus, as well as to take additional measures to prevent the spread of COVID-19, and will remain in force until 30 September 2020.

The Government of Belarus has issued a Regulation No. 256 of 24 April 2020 with amendments to the previous Regulation No. 171 of 25 March 2020. These amendments are effective from 1 May 2020, and reflect some of the supportive measures for the industry, including those initiated by the association “BAMAP”.

For vehicles registered in Belarus and used for the international road transport operations of goods, the validity date of the following documents has been extended for 30 calendar days:

·       certificates of approval of a road vehicle for the international carriage of goods under customs seals;

·       certificates of admission of a road vehicle (except for wheel tractors, also in combination with trailers or semi-trailers) issued to validate permission to be on the road.

·       international certificates of vehicle technical inspections;

·       certificates of technical control issued to validate the compliance of a road vehicle with the ECMT technical standards;

The extension for 30 calendar days will be applicable to the above documents in cases where the validity date expires between 1 May 2020 and 30 May 2020.

The Ministry of Foreign Affairs of Belarus has been instructed to notify foreign states of this decision through diplomatic channels.

Due to the current pandemic situation, and in case the notification of the same decision issent by foreign states to Belarus through diplomatic channels, the State Customs Committee of Belarus has confirmed that it is also ready to accept such certificates of approval as valid when performing customs operations.

On 28 April, in accordance with the amendments to the Decree of the Council of Ministers No. 171 “On measures to prevent the importation and spread of infection caused by the coronavirus COVID-19”, the Ministry of Transport and Communications of the Republic of Belarus provided an updated map of routes for vehicles transiting through the territory of the Republic of Belarus which indicate the locations for stopping/parking, rest and refueling.  In particular, an additional stopping/parking point has been included: M-1/E30 Brest (Kozlovichi) - Minsk - border of the Russian Federation (Redki), 6 km (right) - fuel station Tatbelnefteprodukt.

The Government of Belarus has issued a Regulation No. 208 of 8 April 2020 which introduces additional restrictive measures. This document shall enter into force on 10 April 2020.

The new regulation notably requires that self-isolation requirements shall also be applicable to drivers after completion of international road transport of goods in the territory of Belarus. This also includes drivers who were replaced, in the course of the transit transport operation, and are arriving from countries where COVID-19 has been registered. This applies until the next road transport operation or within 14 calendar days.

The regulation also requires that drivers performing international road transport operations across the territory of Belarus, must have personal protective equipment (medical masks, gloves) on board and use them when they leave the cabin.

Belarus has also added to the list a few more locations where drivers in transit are allowed to stop (park) for rest and meals, or refuel vehicles. Please follow the links below to access updated map.

In accordance with Decree No.171 of the Council of Ministers of the Republic of Belarus dated 25 March 2020, all drivers performing a transit of goods through Belarus are obligated to use only the approved national roads, and only park in the specified areas to rest, eat or refuel.

The list of approved rest areas has been updated. Six additional parking areas for rest and meals for drivers, the refuelling of transit vehicles or for performing international goods transports, have been identified on the territory of the Republic of Belarus:

- М-1/Е30 Brest (Kozlovichi) – Minsk – border of the Russian Federation (Redki), km 514 – fuel station No 59 “Belorusneft”

Transit of freight road carriers through the Republic of Belarus

In accordance with Decree No.171 of the Council of Ministers of the Republic of Belarus dated 25 March 2020, all drivers performing transit of goods through Belarus are obligated to use only approved national roads and park in specified areas to rest, have meals or refuel, according to the list of roads and specified parking areas approved by the Decree.

Transit drivers are obligated to leave the territory of Belarus by the shortest route possible, by no later than the day after entry onto the territory of Belarus, unless it is impossible to comply with the specified period due to vehicle accident/breakdown, unloading or transshipment cargo, vehicle replacement, or if it is provided for within the terms of the contract of carriage and indicated in the transport documents.

If it is necessary to carry out any of the above operations, a deviation from the approved list of national road and specified parking areas is allowed. However, operations should be carried out in the shortest possible time.

While the vehicle is parked, transit drivers must not leave the parking area.

With effect from 19 March 00.00, drivers non-resident in the Republic of Belarus engaged in international transit operations through the territory of the Republic of Belarus can only use selected areas for rest, meals and refuelling vehicles.
