08.11.2022 Turkmenistan: COVID-19 update - entry, exit and transit via the territory of TurkmenistanThe Road Transport Agency of Turkmenistan informed that as of 7 November 2022, borders are open for transit and bilateral transport, allowing for loading and unloading of goods at inland customs. Foreign and Turkmen transport operators and drivers are allowed to enter, exit and transit via the territory of Turkmenistan through the following border crossings:
As before, the foreign drivers are requested to present a negative PCR test and a vaccination certificate or an antibody certificate. At border crossing points, the drivers will also have to take an express test for COVID, and the vehicles will be disinfected. Contactless transport operations under trailer swap procedure will be available as well if necessary. IRU reminds that as of 15 September 2022, TIR-EPD has become operational in Turkmenistan. TIR transport operators are therefore strongly encouraged to send advance cargo information using TIR-EPD both for import and transit before entering Turkmenistan, and thus benefit from the streamlined border crossing and simplified formalities. As of 1 June 2022, foreign transport operators will be allowed to perform transit via the territory of Turkmenistan by entering through Alat/Farap checkpoint at the border with Uzbekistan and leaving through Sarakhs/Sarakhs checkpoint at the border with Iran and vice versa. Foreign transport operators should follow the rules described in the documents available for download when opening the Flash Info publication (in Russian and English). Finally, they are not allowed to load or unload cargo on the territory of Turkmenistan. Source: THADA _________________________________________________________________________________________ 14.10.2021 Border crossing conditions at Turkmenistan-Iran border Turkmenistan - Iran (Islamic republic of) According to the Road Transport Agency of Turkmenistan, since October 2021 the “Altyn asyr-Inçeburun” border crossing point (Turkmenistan-Iran border) is operational for imports, exports and transit of foreign vehicles through the territory of Turkmenistan. Vehicles, including trucks and semi-trailers can cross without any mandatory swap of tractor. However, crossings must be done in a “non-contact mode”, meaning that foreign drivers should stay at the neutral zone, passing trucks and semi-trailers to Turkmen drivers. Turkmen vehicles, including trucks and semi-trailers, are allowed to travel to foreign countries through this border crossing point following the same procedure. Until further notice, we call upon all our members to instruct TIR transport operators to avoid TIR operations from this border crossing. Source: ACCI 12.11.2020 As of 15 November 2020 Turkmenistan reduce the tariffs for entry and transit permits for commercial road vehicles: USD 150 for entry (import) permit and USD 100 for transit permit (instead of USD 380 currently). The new tariffs will be in force until 15 November 2021. They will be also applicable to swapped foreign semi-trailers moved by Turkmen hauliers from the border to inland destination, due to COVID-19 restrictions.

26.06.2020 On 25 June, Turkmen Authorities informed of the decision to extend the temporary entry restrictions until 20 July inclusive. All travellers (both Turkmen and foreign nationals) entering Turkmenistan are required to prove that they have tested negative to Covid-19, and the proof must not be older than 72 hours prior to the date of travel. Upon arrival, all travellers will be accompanied to designated centres and tested again, and be asked not to leave until the result is known. In cases where one or more travellers test positive, they will be quarantined for 14 days together with other accompanying passengers. In cases where all travellers test negative, they will be allowed to reach their place of residence, where they will isolate for 14 days under the supervision of health officials. 04.06.2020 On 3 June, the Permanent Mission of Turkmenistan to the UN confirmed that, until 20 June, all freight operations are carried out at the border, with the possibility of an extension. All travellers entering Turkmenistan, both Turkmen and foreign nationals, are required to possess a medical certificate proving a Covid-19 negative status, issued by a competent health authority of their residing country no more than 72 hours prior to the date of travel. 25.03.2020 With effect from 24 March 2020, the transportation of goods arriving in Turkmenistan by road through the checkpoints "Garabogaz" and "Farap" on the state border of Turkmenistan, followed by transportation inside Turkmenistan, will be carried out by Turkmen carriers. The goods can be transferred from the foreign freight carrier to a Turkmen freight carrier in specially designated areas on the state border, provided that they are transferred without contact. Foreign trucks which arrived in Turkmenbashi International Seaport prior to, or on 23 March (inclusive) can leave trailers or semi-trailers in the designated areas on the territory of the Turkmenbashi International Seaport for subsequent transportation to Turkmenistan, or for transit through its territory by Turkmen trucking companies. Subsequently, foreign tractors must return, with the driver, by sea. However, with effect from 24 March 2020, all cargo arriving at the Turkmenbashi International Sea Port, including cargo in transit, can only be sent by sea vessel, on trailers or semi-trailers without tractors, drivers or persons accompanying the goods. At the same time, for the efficient functioning of transport and transit corridors passing through the territory of Turkmenistan, the Turkmen authorities propose to actively use combined modes of transport (both sea and land) for the transportation of goods in containers and railway wagons.
