1. Measures aiming to Facilitate the Cross-border Movement of Relief and Essential Supplies

1.1.  Customs offices operate as usual with minimum officers during Movement Control Order (MCO) to avoid interruption in customs operations;

1.2.  Close collaboration with other government agencies to facilitate trade and movement of goods;

1.3.  Immediate release of priority consignment and goods imported for the use of the Ministry of Health including medical equipment, Lab equipment and Personnel Protection (Protective Equipment - PPE);

1.4.  Provide for pre-arrival processing of the goods declaration and immediate release of the goods upon arrival;

1.5.  Expedited processing of imports of medical equipment for donations to the government to mitigate the effects of COVID-19; and ccoordinated inspections / examinations by Customs and other government agencies.

2. Measures aiming at Supporting the Economy and Sustaining Supply Chain Continuity

2.1.  All seaports and airports remain open for regular trade;

2.2.  Land borders are also open for commercial vehicles. However movement of people are restricted;

2.3.    Exemption of import duty and sales tax for face masks;

2.4  Exemption of import duty and sales tax for medical equipment, Lab, Personnel Protective Equipment (PPE) and COVID-19 consumables for the Ministry of Health;

2.5  Exemption of import duty, excise duty and sales tax for raw material to the manufacturer of hand sanitizers (undenatured ethyl alcohol and denatured ethyl alcohol);

2.6  Customs (prohibition of export) (Amendment) (No.2) Order 2020 for face masks;

2.7  Customs duties (Exemption) 2017 (Amendment) (No.2) Order 2020;

(i)    increase the value for Customs duty exemption from MYR500 to MYR 1000; and

(ii)   reduce the eligible hours for the duty exemption from 72 hours to 48 hours to all passengers / travellers entering Malaysia by air;

2.6 Excise duties (Exemption) 2017 (Amendment) Order 2020 for excise dutiable goods by reducing the eligible hours for the duty exemption from 72 hours to 48 hours.

3. Measures aiming at Protecting Customs administrations’ Staff

3.1. The department provides thermal Scanner and sanitizers at all customs offices;

3.2  Following the instructions by the government all gatherings, training programs, courses are postponed;

3.3  Reorganize resources to minimize the number of officers working at a particular shift to minimize exposure to the pandemic and yet sufficient resources to handle customs formalities for clearance; and

3.4. Practice social distance in the working environment and during the inspections or examination of goods.

4. Measures aiming at Protecting Society

4.1. The government, through the Royal Malaysian Customs Department, has banned exports of face masks to ensure sufficient supply for Malaysians during the COVID-19 pandemic.

4.3. Support government policies and measures by providing immediate release of essential goods for public consumption and critical goods for medical or health purposes to mitigate COVID-19;

4.2.        Collaborate with security agencies in providing support for Movement Control Order (MCO) implementation; and

4.3.          Collaborate with border agencies and National Security Council to determine the effective measure to quarantine the returning Malaysian during the MCO
