Preamble

The eTIR international system relies on the TIR Convention, and as such the eTIR documentation relies on the TIR Convention texts, but also on various other key documents available online and listed below. Some of these documents must be read and well understood while others are reference documents to be consulted when necessary. This introduction will help you understand what they contain and in which order we recommend them to be read.

If you are not familiar with the transport and border crossing facilitation problematics, we highly encourage you to read:

  1. The TIR Convention handbook: this document contains all the legal elements that rule the TIR Convention as well as comments and explanatory notes. It also decribes the processes to be followed by the Contracting Parties customs authorities, national associations and TIR Carnet holders.
  2. The eTIR legal framework: the legal provisions for the computerization of the TIR convention and the use of the eTIR procedure. It includes amendments to articles to the TIR Convention and the new Annex 11 and is available in English, French and Russian in this report document.

The work of the GE.1
