Before air travel

Pre-departure test

• If you stay out of Israel for 72 hours or longer, you must take a PCR test no more than 72 hours before the scheduled departure time to Israel. Travelers will be permitted to board plane if they present the negative test result written in English that has the traveler's passport number. This requirement applies to all people arriving in Israel, including vaccinated and recovered travelers.
• If you transit to Israel, and the time between the first departure and the departure to Israel is 24 hours or more, you must take a PCR test no more than 72 hours before the scheduled time of departure to Israel.
• If access to testing is limited: you can petition the Exceptions Committee to be permitted to enter Israel without a PCR test, but only on the basis of humanitarian grounds or proven difficulties accessing testing facilities.

Entry statement form

You must fill out the online form no more than 24 hours before the scheduled departure to Israel. You must enter your personal information and information about the people traveling with you, check your health declaration, provide information on COVID-19 vaccines you have received, note whether you have recovered from COVID-19, and fill out the address of the isolation accommodation, in case you are required to enter isolation.

Paying for the PCR test on arrival 

After you submit the form, you can prepay for the PCR test that you must take on arrival in Ben Gurion International Airport. Testing at the airport is in addition to the pre-departure test. If you prepay, you will get a 20 percent discount. The test costs NIS 80 if you prepay, and NIS 100 if you pay at the airport.

Foreign nationals

Foreign nationals must have an entry permit issued by the Population and Immigration Authority. Without this permit, boarding will be denied.

At the Airport

Pre-departure PCR test

When you check-in, you must present your negative PCR test result to airline staff. Law enforcement officers might ask you to present your negative PCR test result when you arrive in Israel.  

Entry clearance

When you check-in, you must present the entry clearance that you received after submitting the entry statement form. Keep this clearance for border control. You might be asked to present it to other officials when you arrive in Israel.      

PCR test on arrival

When you arrive in Israel, you must take a COVID-19 test at your own expense. This test is in addition to the test that you must take before departing to Israel. This requirement applies to all travelers coming to Israel, including vaccinated and recovered travelers.

On board the aircraft

Wear a mask

Everyone six years of age and older must wear a mask on board the aircraft. Travelers required to enter isolation on arrival must wear a mask while they are at the airport and during travel to the isolation accommodation.

Social distancing

For the sake of your health, stay away from people who do not live with you.

Before traveling to Israel

The cost of the mandatory PCR test at Allenby Bridge, Taba or Jordan River border crossings is NIS 100. You can prepay on the Sheba Target website or pay at the border crossing. This test is in addition to the test you must take before traveling to Israel. 

Travelers that arrive in a border crossing without testing services must get tested for COVID-19 in a local facility at their expense no more than 24 hours from the planned crossing time.

Foreign nationals

Foreign nationals must have an entry permit issued by the Population and Immigration Authority. Without this permit, entry will be denied.

At the border crossing

Print out the relevant documents and show them to officials:

• Negative PCR test result or a permission from the Exceptions Committee exempting you from a PCR test on arrival in Israel
• Proof of payment for a PCR test if prepaid
• Foreign nationals only: an entry permit

Policy of entry into Israel during the coronavirus period

The instructions on this site are intended only for foreign nationals coming to Israel. With regard to the entry of Israeli citizens/residents, please visit the Ministry of Health guidelines published on "flight during corona" webpage.

• Preliminary approval from the Population and Immigration Authority or the Ministry of Foreign Affairs is required before boarding an aircraft (valid for a period of 14 days).
• Entry to Israel will only be permitted if you have a negative PCR test result from 72 hours prior leaving the country of origin. At your arrival to Israel, you must take an additional PCR test.
• In exceptional cases submit an – Application for an entry permit into Israel without a PCR test for the corona virus.
• Quarantine conditions for those vaccinated / recovering from COVID-19: those vaccinated/ recovering from COVID-19 will perform a serological test and be released from quarantine in accordance with their test results.
• The entry of foreigners into Israel is subject to presentation of health insurance (including a section covering the Coronavirus disease).
• Foreign nationals leaving Israel before the end of their mandated isolation period without special permission will be in violation of the laws of the State of Israel and their next entry to Israel, will not be approved.
• A foreign national entering Israel (who has recovered from Covid 19 or has been vaccinated) is required to act according to the isolation conditions and tests of the Ministry of Health, including a serological test and a self-financed electronic bracelet.
• A foreign citizen who is based in Israel and meets the criteria listed below must arrange his return to Israel upon receiving a boarding permit at the Population Administration offices.
• Outbound and inbound air travel guidance and information - Ministry of Health
• In the event of discrepancy between the procedures of the Population and Immigration Authority specified above, the prevailing decision will be in accordance with the Authority's procedures.
• An application, rejected under the procedures of the Population and Immigration Authority will not be approved under the exemptions specified above.

Cases in which the entry of foreign nationals into Israel will be exceptionally approved after examination:

Entry of Vaccinated or recovered foreign nationals will be allowed in the following cases:

1. A citizen or permanent resident who lives abroad and has a first-degree family member in Israel, may enter Israel for a visit with his/her spouse and children, even if they are foreign nationals.
2. A foreign national who has a first-degree relative living in Israel (Israeli citizen or permanent resident), may enter Israel for a visit with his/her spouse and children.

• All foreign nationals wishing to enter must present a valid Recovery Certificate or Vaccination Certificate (except for infants up to the age of one year).
• The family relationship may be proved by checking the population registry and by presenting relevant and legally verified documents (apostille stamp) proving the family relationshipn. In exceptional cases, the head of the consular division at the Ministry of Foreign Affairs or his deputy, may approve an exemption from an apostille stamp.
• Applications must be submitted to the Office of the Population Authority or to the Israeli representative at the foreigner's place of residence: https://go.gov.il/consularservices

Entry of foreign nationals into Israel who have not been vaccinated/who have not recovered from COVID-19, will be allowed in the following cases:

1. Foreign national married to an Israeli citizen or to an Israeli permanent resident and their minor children, who meet the following cumulative conditions:

• The marriage is registered at the Population Registry
• Proof of an honest and genuine relationship

Applications must be submitted to the Office of the Population Authority or to the Israeli representative at the foreigner's place of residence: https://go.gov.il/consularservices

1. Foreign nationals living abroad who submitted a marriage application with an Israeli citizen or a permanent resident, will be allowed to enter Israel after obtaining the approval of the attending Office of the Population Authority and complying with the conditions of the relevant procedure (5.2.0009/5.2.0008)
    
2. Foreign nationals living abroad and married to Israeli citizens or permanent residents (part of a naturalization process), as well as their minor children, will be allowed to enter Israel. The minors accompanying them by virtue of the naturalization process, can enter Israel.

1. If the couple is staying abroad, they will contact the Israeli representative at the place of residence of the foreign national: https://go.gov.il/consularservices
2. Admission of minors staying abroad who are accompanying foreigners who are allowed in the country will also be permitted. Their entry will be permitted by the Population Administration Office  in accordance with standard procedure
3. Minors, who are not part of the naturalization process, will not be allowed to enter Israel.

All of the above applies also to common-law marriages. The proof of a common-law marriage shall be performed at the Israeli mission located at their place of residence or at the Population Authority Office in Israel, as the case may be.

1. Minor children of parents whereas one of the parents is an Israeli citizen living in Israel and the other parent is an foreigner living abroad, and the children live abroad and carry foreign passports - in these cases, the child's entry to Israel to visit the Israeli parent, will be approved following presentation of a notarized original birth certificate (apostille), which proves the connection to the Israeli citizen and the signing of the foreign parent before the consul on a consent letter authorizing the minor's trip to Israel.

The application should be made directly through the Israeli consular services where the foreigner resides: https://go.gov.il/consularservices, and if approved, the consul will issue a boarding pass.

In special cases, a certification for exemption from apostilles will be issued by the Chief of the Consular Section at the Ministry of Foreign Affairs or her deputy and the parent will be responsible for the registration of the child within 90 days from his/her entry to Israel.

1. A foreign national being the parent of a minor Israeli citizen who shares the child custody agreement, will be entitled to enter Israel after having filed an application at the local consular service https://go.gov.il/consularservices

1. Foreign students who began their studies in Israel and are currently abroad – the student will file the application at the Israeli representative at the place of residence of the foreign national: https://go.gov.il/consularservices.

• On a one-time basis, students who are currently abroad and will arrive after the Pesach holiday will be allowed to enter according to a closed list submitted to Border Control by the Council for Higher Education.

1. For new and old adult yeshiva students who wish to begin their studies in Israel, a request will be made by the yeshiva in accordance with the instructions sent to the yeshiva directors and with prior approval from the Ministry of Health. After receiving the “Purple Badge”, the yeshiva will send a list of students to the relevant consulate, for the purpose of issuing boarding permits.

• On a one-time basis, the Population and Immigration Authority will issue boarding permits and visas for yeshiva students starting to learn on the 1st of Iyar.
• On a one-time basis, yeshiva students with a valid visa who stayed in Israel and traveled on vacation and have a vaccination certificate or confirmation that they recovered from COVID, will be approved to enter according to an existing list that has been submitted to Border Control by the yeshiva directors.

1. For new and old Masa/ Na'Ale participants, who want to start the program in Israel and stay abroad – a request will be made by the board of Masa/Na'Ale and not by the participants, in accordance with the instructions sent to the board. After receiving the “Purple Badge”, the board will send a list of students to the relevant consulate, for the purpose of issuing boarding permits.

• On a one-time basis, the Population and Immigration Authority will issue boarding permits.

1. Experts – the entry of essential experts with permits will be approved (subject to the recommendation of the relevant government ministry). The foreign expert's employer will submit the online application together with the recommendation of the relevant government ministry (health, economy, energy, transportation, etc.) that there is a need for the expert's entry.

• The Foreign Workers Administration will issue an entry permit for an expert invited to Israel for a period of up to 45 days, together with the permit.
• Other experts - will be treated at the Office of the Population Administration as specified in the procedure
• The Ministry of Health will transmit the conditions for isolation to this population.

1. Approval of exit of foreign experts for a homeland visit and their return to Israel – foreign experts who wish to fly for a homeland visit jointly with their relatives, holding a permit rendered for a year, their application to leave and return to Israel will be approved. The application for a reentry approval will be submitted by the expert to the Office of the Population Administration before he leaves Israel
    
2. Artists, cultural figures and athletes – their entry will be allowed, subject to the recommendation of the Director General of the Ministry of Culture and Sports. The application will be submitted to the Office of the Population Administration by the entity inviting the artist or athlete.
    
3. Welfare volunteering – the organization inviting the volunteers will contact the relevant government ministry to get a professional recommendation for the entry of foreign volunteers. The letter of recommendation together with a name list of the volunteers, will be presented to the Population and Immigration Authority ([email protected]) for follow-up.
    
4. Agricultural volunteers - the organization inviting the volunteers will contact the Ministry of Agriculture to get a professional recommendation for the entry of foreign volunteers. The recommendation letter together with a name list of the volunteers, and the permit issued by the Ministry of Health, will be presented to the Population and Immigration Authority ([email protected]) for follow-up.
    
5. Medical tourism – a permit to enter Israel will be delivered only in life-saving situations and only with the approval of the director/deputy-director of the hospital.
    
6. Weddings – attendance at the wedding of Israeli citizens, permanent residents or foreign nationals, whose center of life is lawfully in Israel - the parents of the bride/groom may enter according to the rules of isolation issued by the Ministry of Health. Other relatives will be able to enter Israel only if they are vaccinated or have recovered from Covid-19 (according to sections 1-2 above).  The application should be submitted to the Israeli representative office at the applicant's place of residence: https://go.gov.il/consularservices.
    
7. Bar/Bat Mitzvah – arrival at a Bar/Bat Mitzvah of an Israeli citizen will be approved for first degree relatives if they are vaccinated or have recovered from Covid-19. The application should be submitted to the Israeli representative office at the applicant's place of residence: https://go.gov.il/consularservices.
    
8. Births – arrival for the birth of a grandson/granddaughter will be approved for first degree relatives if they are vaccinated or have recovered from Covid- The application should be submitted to the Israeli representative office at the applicant's place of residence: https://go.gov.il/consularservices.
    
9. Funerals – Arriving at a funeral held in Israel, will be approved for first-degree mourners only and for the funeral only (24 hours), participation in the shiva will be according to the quarantine rules of the Ministry of Health. The application should be submitted to the Israeli representative office at the applicant's place of residence: https://go.gov.il/consularservices.
    
10. Lone soldiers – arrival in order to visit a lone soldier will be approved for spouses, parents and siblings. The application should be submitted to the Israeli representative office at the applicant's place of residence: https://go.gov.il/consularservices.
     
11. National-Civil Service volunteers - Parents and siblings of "National-Civil Service" volunteers who live abroad and are interested in visiting Israel can apply through the Israeli representative office at their place of residence https://go.gov.il/consularservices
     
12. Entry of foreign businessperson (vaccinated) - applications can be submitted online by the local Israeli companies.
     
13. Entry of foreign workers in the agriculture and construction industries - the entry of foreign workers in the agriculture and construction industries will be approved, including the entry of foreign workers who went on maternity leave.
     
14. Clergy - The entry of A3 clerics and B4 veterans will be approved. The application must be accompanied by the recommendation of the Testimony Division and approval by the Ministry of Health regarding the conditions of isolation.
     
15. Official passport holders (diplomatic and service) trained in Israel - Official passport holders trained in Israel will not be required to present a boarding pass, the instruction has been passed to the airlines.
     
16. Entry of foreign journalists - Foreign journalists who wish to enter Israel must have an application submitted for them by a representative of the Israeli media to the Office of the Population Administration together with an isolation declaration form. Journalists who come for a permanent job or for a period of one year or more, will also be asked to attach a recommendation from the Government Press Office (GPO). In cases where there is no representation of the media in Israel, the application must be submitted through an Israeli representative at the journalist's place of residence.
     
17. Foreign caregivers - the entry of foreign caregiver will be approved in accordance with the usual procedures, including the entry of foreign workers who went on maternity leave. The caregiver will be required to be vaccinated upon arrival in Israel.

• The isolation conditions for the vaccinated/recovered are to perform a serological test and in accordance with the test results, the vaccinated/recovered will be released from isolation.

The documents required upon your arrival to the Bureau of the Population Administration are detailed below:

1. Passport photo
2. Signed quarantine statement
3. Health insurance (for travel) with a COVID-19 clause

• Documents attesting to family relations or those of a first degree
• • Additional documents relevant to the criterion set out for submitting the application.

Updates will be published in accordance with the decisions of the Minister of Interior and the recommendations of the Ministry of Health, which are derived from the morbidity status in Israel.

Rules for the entry of foreign nationals into Israel from 7 March to 5 April 21

• Boarding flights will not be permitted before receiving approval from the Population and Immigration Authority or the Ministry of Foreign Affairs.
• Entry to Israel will only be permitted after receiving a negative PCR test result for coronavirus (COVID-19) that was performed up to 72 hours before leaving the country of origin, and subject to further testing on arrival to Israel.
• Apply to for an entry permit if you don’t have a PCR test or a recovery certificate
• If there is any difference between Population Authority procedure and the above Population Authority will apply.
• Foreign nationals must present health insurance to receive an entry permit to Israel. The health insurance must cover coronavirus.
• Foreign nationals leaving Israel before the end of their mandated isolation period without special permission will be in violation of the laws of the State of Israel and will not be approved entry to Israel on their return.
• Outbound and inbound air travel guidance and information - Ministry of Health

In accordance with Government decision of 2.3.2021, the Permits Committee headed by the Population and Immigration Authority is responsible for examining entry of foreign nationals into Israel.

During the next 2 weeks, priority will be given to the entry of Israeli citizens, due to the coming general election. Therefore, the number of foreign nationals approved for entry into Israel will be reduce, and in accordance with exceptional circumstances.

Entry of foreign nationals into Israel will be considered for approval after examination, in the cases:

• Spouses of Israeli citizens, permanent residents, or parents of a child who is an Israeli citizen or permanent resident, will be permitted to enter Israel in the following cases:
  • to receive essential medical care that cannot be delayed – for the applicant or for someone who is dependent on the applicant
  • for a funeral of a first-degree relative, including funerals of the deceased who is brought for burial in Israel
  • to provide assistance to a first-degree relative who is in distress, and cannot receive assistance from someone else in Israel
  • for legal proceedings to which the applicant is a party, has status, or is required to participate in it, if remote participation is not appropriate in the circumstances of the case
  • if they are a pregnant woman in the third trimester
  • for humanitarian or special personal need that requires entry into Israel
  • for an essential purpose relating to Israel's foreign relations or for an essential purpose relating to national security, with the approval of the Director General of the Ministry of Foreign Affairs, the Ministry of Defense or the Prime Minister's Office, as the case may be
  • for applicants who left Israel legally, according to the restrictions that applied at the time, and whose permanent residence is in Israel
     
• Entry for an essential need regarding Israel's foreign relations or for security reasons, on approval of the director general of the Ministry of Foreign Affairs, the Ministry of Defense, or the Prime Minister's Office
• Athletes and their required professional support staff will be approved entry to Israel to participate in competitive events, subject to a recommendation from the Ministry of Culture and Sports director genera only, stating that their entry is essential
• Holders of an immigrant visa (oleh) or those eligible for immigration rights (aliyah) and whose immigration (Aliyah) cannot be postponed
• Foreign workers necessary for the purpose of maintaining the functional continuity of the economy
• Entry for a humanitarian need or a personal need that requires entry into Israel

Rules for the entry of foreign national into Israel - from 22 December 20 to 1 February 2021

The instructions on this site are intended only for foreign nationals coming to Israel. With regard to the entry of Israeli citizens/ residents, please contact the Ministry of Health to obtain an entry permit.

Following a Government decision, Ben Gurion Airport will be closed to inbound and outbound flights. In view of the aforesaid, entry of foreign nationals to Israel will not be permitted, except for funerals.
Furthermore, no new entry permits will be provided and existing permits will be frozen until February 1, 2021.

• Due to the general isolation decided by the government, the Population and Immigration branches will be closed; new applications will not be handled.
• A foreigner who leaves the country before the end of isolation with no special approval, violates the laws of the state of Israel and his next entry will not be approved.
• No boarding will be permitted without obtaining a preliminary approval from the Population and Immigration Authority or the Ministry of Foreign Affairs. 
• Entry to Israel will only be permitted if you have a negative PCR test result from 72 hours before leaving the country of origin, and you must take a PCR test on arrival to Israel.
• The entry of foreigners into Israel is subject to presentation of health insurance (including section covering the Coronavirus disease).
• In the event of discrepancy between the procedures of the Population Authority and the mitigations specified above, the prevailing decision will be in accordance with the Authority's procedures.

On 19 March 2020, the Minister of Interior announced a ban on foreigners entering Israel.

As of 22 December 2020, this decision is in effect and entry has been granted in exceptional cases subject to the policy document on the authority's website.

From 22 December 2020 until 1 February 2021 entry of foreign nationals will not be approved except in the cases listed below and subject to approval for boarding the flight. 
 

1. Medical tourism - entry will be granted in life-saving cases only.
    
2. Funerals – entry for a funeral in Israel, will be approved only for first degree relatives without their spouses and for only for the funeral (24 hours).

• It is the responsibility of the travelers to check their travel documents and the period of validity of the documents.
• In the event that the traveler wishes to receive the services of issuing or extending a passport, the traveler must arrive at Ben Gurion Airport only, with sufficient time to receive the requested service.
• Foreigners who seek to enter Israel must have with them the documents and visas required by law.
• The Border Crossings Authority is not responsible if the traveler does not arrive in time for the traveler's flight or transportation vehicle as a result of the inadequacy of the documents.
• Information on orders delaying departure from the country should be obtained from the center for information (tel. 02-6294666) during its opening hours; beyond those hours no information will be given.

Northern crossing points

Information may be obtained from the voice telephone answering service - 08-6379733 - which operates 24 hours a day.

Rosh Hanikra crossing point - This crossing point is not a general crossing point between Israel and Lebanon, but is for UN forces primarily or special populations. The crossing point is open Sunday-Friday 07:00-24:00.

Quneitra crossing point - This crossing point between Israel and Syria is intended for UN personnel, students, clerics, and other populations belonging to the Druze community in the Golan Heights. The crossing point is opened from time to time in coordination with the Israel Defense Forces and as needed.

Fishing port at the Kishon (Ma'agan Shavit) - Intended for docking yachts. Border control services are carried out on the basis of a call according to the entry from or exit of yachts to the territorial waters of Israel. The crossing point is open seven days a week.

Greater Haifa Port - Intended for commercial sea vessels, passenger ships and the shipyard. The border control services are provided seven days a week, 24 hours a day.

Haifa Airport - Intended for the use of international flights according to the size and capacity of the aircraft. The border control services are provided during the airport's opening hours (06:30-20:30) on the basis of a call, seven days a week.

Hadera port (Israel Electric Corporation) - Intended for ships bringing coal to the Israel Electric Corporation. Border control services are provided on the basis of a call seven days a week upon the arrival to or departure of a ship from Hadera port.

Jordan Valley crossing points

Jordan River crossing point (Sheikh Hussein) - This crossing point between Israel and Jordan is intended for Israeli citizens and for foreigners. The crossing point is open seven days a week 06:30-22:30. Border control services are provided during all the hours of the crossing point's activity.

Allenby Bridge crossing point - This crossing point between Israel and Jordan is intended for the Palestinian population, residents of the eastern part of Jerusalem, and foreigners. The crossing point is open Sunday-Thursday 07:30-24:00, Friday 07:30-15:00, and Saturday 07:30-15:00. Border control services are provided during the hours of the crossing point's activity. During Moslem holidays and for those who are traveling to Mecca the crossing point is open 24 hours a day.

Ben Gurion Airport and environs crossing points

Ben Gurion Airport - Intended for all citizens from around the world, except for the Palestinian population which can pass through Ben Gurion Airport subject to special movement authorization given by the District Coordination and Liaison in Ramallah or at Erez respectively. The border control services are provided 24 hours a day.

Additional services provided for Israeli citizens only:

Issuance of passports - The issuance of passports for Israeli citizens only is done upon the presentation of a flight ticket for the 24 hours prior to the flight time, a passport whose validity has expired, two passport photos, and a required means of payment (the amount will be determined by the system and will be updated from time to time).

Extension of the validity of passports - The extension is provided for Israeli citizens only, upon the presentation of a flight ticket for the 24 hours prior to the flight time, a passport whose validity does not exceed 10 years, and a required means of payment (the amount will be determined by the system and will be updated from time to time). The validity of passports will not be extended for minors who hold 5-year passports, but only new passports will be issued.

These additional services will be provided Sunday-Thursday 24 hours a day, Friday until 14:00, and Saturday evenings from 21:00.

No services will be provided for non-passport Israeli travel documents or diplomatic passports.

Comment:

As a rule, the additional services provided at Ben Gurion Airport are not intended to be a substitute for the services provided by the Ministry of Interior's Population Authority offices throughout Israel, but are supplementary. Therefore, it is the responsibility of the travelers to check sufficiently in advance their travel documents and the period of validity of those documents. The payment for services provided at the airport is higher than for those provided at the Population Authority offices. Southern (Ashdod and environs) crossing points

Information may be obtained from the voice telephone answering service - 08-8512300 - which operates Sunday-Thursday 24 hours a day, on Friday and the eve of holidays until 20:00, and on Saturday from 07:00.

Ashdod Port - Intended for commercial sea vessels and for passenger ships. Border crossing services are provided 24 hours a day, seven days a week.

Ashkelon Marina - Intended for the docking of yachts. Border control services are provided on the basis of a call according to the entry into and exit of yachts from the territorial waters of Israel, seven days a week.

Ashkelon-Eilat pipeline - Intended for ships bringing energy products. Border control services are provided Sunday-Thursday 07:00-22:00, Friday-Saturday 07:00-14:00 and on the basis of a call.

Erez crossing point - Intended for foreigners only, and for Israelis with special authorization. Operates Sunday-Thursday 07:30-16:00, and Friday 07:30-14:00.

Nitzana crossing point - This crossing point between Israel and Egypt is intended primarily for the movement of goods and serves also as a crossing point for diplomats and persons with special authorization. Border crossing services are provided Sunday-Thursday 08:00-14:30.

Nevatim Airport - Intended only for international military flights.

1. Measures aiming to Facilitate the Cross-border Movement of Relief and
Essential Supplies

1.1 Establishment of a designated working group aimed to address challenges given
the Covid-19 situation and for facilitation purposes. The group has made available
contact details of relevant customs officials in order to support the trade community.

1.2 Giving preference in the clearance and reduction of physical checks of medical
supplies and other essential goods as appears in the HS classification reference list
composed by the World Customs Organization (WCO) together with the World Health
Organization (WHO).

1.3 At these times, Israel Customs' paperless procedures allow to streamline
commerce electronically. This includes import declarations that are transmitted to
Customs prior to the arrival of the goods into Israel as about 95% of which are cleared
within 20 min from the time of transmission.

1.4 In terms of enforcement, in case of a violation of customs regulations, currently
Israel Customs only detains goods upon necessity as we avoid severe enforcement
measures as stated in the law such as seizures of goods or foreclosure of bank
accounts.

2. Measures aiming at Supporting the Economy and Sustaining Supply Chain Continuity

2.1. As part of the collaboration with countries with which Israel has a Free Trade
Agreements (FTA), certificates of origin are accepted electronically as Israel Customs
currently waives the obligation to arrive physically and to submit the original certificate
to Customs.

2.2. With regards to ATA Carnet, Israel Customs prolonged their validity automatically
as it is understandable that the goods cannot be taken out of Israel as long as the
current situation is in effect. No payments or no taxes are required for this
prolongation.

2.3. In terms of legality of importation, the validity of licenses and permits was
extended.

3. Measures aiming at Protecting Customs administrations’ Staff

3.1. With regards to protection of employees, Israel Customs is instructed by the
Ministry of Health and the Civil Service Commission follow the below measures:

• At the headquarters, as of this week of 4 May 2020, all employees are allowed to
  come to the office following the rules of the past month: only 25% of the
  employees was allowed to do so.
• Employees are requested to avoid gatherings and to wear masks at all times.
• Meetings take place electronically using the Zoom application.
• Employees, who are regarded at risk, in case of exposure to the Coronavirus, are
  allowed to work from home.
• Every day, before coming to work, employees are requested to complete an online
  statement as to their physical state (how are they feeling, had they been exposed
  to a person infected with the Coronavirus, is their body temperature normal, do
  they exhibit any symptoms related to the virus, etc.)
• Before entering our facilities, employees have their temperature checked by the
  security officer.

4. Measures aiming at Protecting Society

4.1. Customs placing great emphasis on inspection of goods to make sure this
situation is not exploited to import counterfeit goods that may harm society. Medical
suppliers are especially being checked using our profiling system.

4.2. Israel Customs has a close collaboration with the Ministry of Health and the
Population and Immigration Authority of the Ministry of Interior to protect the society.
