Supreme Decree No. 046 -2020-PCM and Art. 4 of RM 0232-2020-MTC / 01.02, establishes that during the State of Emergency, foreign trade operations and the transportation of cargo and merchandise by air, sea, land, rail and river routes are not included within the temporary closure of borders. The authorities will adopt the necessary measures to guarantee the entry and exit of merchandise from the country through authorized ports, airports and border points.

Decreto Supremo N° 046 -2020-PCM y Art. 4 de la RM 0232-2020-MTC/01.02, establece que durante el Estado de Emergencia, las operaciones de comercio exterior y el transporte de carga y mercancías por las vías aérea, marítima, terrestre, ferroviaria y fluvial no se encuentran comprendidas dentro del cierre temporal de fronteras. Las autoridades adoptarán las medidas necesarias para garantizar el ingreso y salida de mercancías del país por puertos, aeropuertos y puntos de frontera habilitados.

MINISTERIAL RESOLUTION No. 0238-2020-MTC / 01.02, April 2, 2020: Modifies Article 4 of Ministerial Resolution No. 0232-2020-MTC / 01.02, which is worded as follows: “Article 4.- Specify that the provisions on the transportation of cargo and merchandise indicated in number 8.3 of article 8 and in number 9.3 of article 9 of Supreme Decree No. 044-2020-PCM, includes, in addition to cargo and merchandise transport operations in the land, water, air and rail areas, to all other activities related to such operations related to national trade or foreign trade such as port, airport, customs, logistics, postal and other services that, by way of example, but not limited to, develop the natural and / or legal persons detailed.
MINISTERIAL RESOLUTION No. 0232-2020-MTC / 01.02 of March 16, 2020 Authorizes the General Directorate of Civil Aeronautics to grant the authorizations that are required to enable air cargo transport operations, special air transport, air work and other civil aeronautical activities. provided for in the Civil Aviation Law of Peru, which are necessary to comply with the DS No. 044-2020-PCM and dictate various annexed provisions.

RESOLUCIÓN MINISTERIAL N° 0238-2020-MTC/01.02, 2 Abril del 2020: Modifíca el artículo 4 de la Resolución Ministerial No. 0232-2020-MTC/01.02, el cual queda redactado en los siguientes términos: “Artículo 4.- Precisar que las disposiciones sobre el transporte de carga y mercancía señaladas en el numeral 8.3 del artículo 8 y en el numeral 9.3 del artículo 9 del Decreto Supremo N° 044-2020-PCM, comprende, además de las operaciones de transporte de carga y mercancías en el ámbito terrestre, acuático, aéreo y ferroviario, a toda otra actividad conexa a dichas operaciones vinculadas al comercio nacional o comercio exterior como son los servicios portuarios, aeroportuarios, aduaneros, logísticos, postales y demás que, de modo enunciativo, mas no taxativo, desarrollan las personas naturales y/o jurídicas que se detallan.
RESOLUCIÓN MINISTERIAL Nº 0232-2020-MTC/01.02 del 16 de marzo de 2020 Autoriza a la Dirección General de Aeronáutica Civil otorgue autorizaciones que sean requeridas para viabilizar operaciones de transporte aéreo de carga, transporte aéreo especial, trabajo aéreo y otras actividades de aeronáutica civil previstas en la Ley de Aeronáutica Civil del Perú, que sean necesarias para dar cumplimiento al D.S. Nº 044-2020-PCM y dictan diversas disposiciones anexas.
