Reference is made to the latest developments on the borders, land, sea or air, following the outbreak of Covid 19 Virus, which affected the whole world


The attached official circulars signed by the Director General of the Kuwait Ports Authority states the following:


1- The Kuwait Ports Authority worked in full capacity during the partial quarantine that started in the State of Kuwait on 11 March, 2020 in a government decision number A/8/391 (Attachment 1), as well as during the total quarantine, which started in the country on 6 April, 2020 in a government decision number A/1/480 (Attachment 1)

2- The Kuwait Ports Authority was keen on facilitating the work of companies and suppliers of goods during the quarantine periods to exclude the work of the logistical system from issuing “lack of exposure permits” to ensure the continued flow of goods and their non-accumulation in ports

3- The Kuwait Ports Authority issued an administrative circular (Attachment 2) to facilitate the movement of the logistical system during the quarantine period in coordination with the Ministry of Interior with the exception of companies, suppliers and individuals operating in unloading, shipping and customs clearance of “lack of exposure permits”.

4- All these decision led the markets movement to work positively so that the markets did not suffer from any shortage of goods and services during the two quarantine periods.

5- The Kuwait Ports Authority alerts any company or supplier of goods if its operations are affected by some delays caused by the total quarantine, an exemption from the floor fees will be issued to them.


فيما يخص آخر تطورات الحدود ان كانت برية او بحرية او جوية إثر تفشي ڤايروس كوڤيد-١٩الذي ألمّ بالعالم اجمع 


في المرفق تعاميم رسمية من مؤسسة الموانئ الكويتية موقعة من مدير عام المؤسسة 

تفيد فيما يلي:

 

١مؤسسة الموانئ عملت بكامل طاقاتها خلال الحظر الجزئي والذي بدء في البلاد في ١١ مارس٢٠٢٠ في قرار حكومي برقمه الوارد في مرفق1 وكذلك خلال الحظر الكلي والذي بدء في البلاد في ٦ ابريل ٢٠٢٠ في قرار حكومي برقمه الواردفي مرفق1

٢حرصت مؤسسة الموانئ على تسهيل عمل الشركات والموردين للبضائع خلال فترات الحظر لاستثناء عمل المنظومة اللوجستية من اصدار تصاريح عدم التعرض لضمان استمرار تدفق السلع وعدم تكدسها في الموانئ 

٣اصدرت مؤسسة الموانئ تعميم اداري -مرفق2- يفيد تسهيل حركة المنظومة اللوجستية أثناء فترة الحظر بالتنسيق مع وزارة الداخلية باستثناء الشركات والموردين والأفراد العاملة بالتفريغ والشحن والتخليص الجمركي من تصاريح عدم التعرض .

٤ادى ذلك كله الى عمل حركة الاسواق بصورة ايجابية بحيث لم تعاني الاسواق من أي نقص في السلع والخدمات خلال فترتي الحظر 

٥وإذ تنبه مؤسسة الموانئ أي شركة او مورد للبضائع اذا تأثرت عملياته من بعض التأخيرات المترتبة على الحظر الكلي بأنه سيتم اصدار اعفاء من رسوم الارضيات لهم . 



Land border crossings have been closed as follows:

  • Al-Salmi border crossing (which is located on the western borders with Iraq and Saudi Arabia): it is limited to crossing foodstuffs and basic commodities.
  • Al-Nuwaiseeb border crossing (which is in the far south on the Kuwaiti-Saudi border): it is limited to crossing basic foodstuffs and basic commodities.
  • Al-Abdali Border crossing (which is located to the north on the Kuwaiti-Iraqi border): completely closed. No individuals, vehicles, or foodstuffs are permitted

About air traffic, it was limited to the emergency plan, consisting on the evacuation of citizens and nationals to and from Kuwait

:تم إغلاق المعابر الحدودية البرية على النحو التالي:

منفذ السالمي (والذي يقع على الحدود الغربية مع العراق والسعودية): تقتصر فقط على عبور السلع الغذائية والصناعية الأساسية

منفذ النويصيب (والذي يقع في أقصى الجنوب على الحدود الكويتية السعودية): تقتصر فقط على عبور السلع الغذائية والصناعية الأساسية

منفذ العبدلي (والذي يقع في الشمال على الحدود الكويتية العراقية): متوقف تماما. لا يسمح بعبور أفراد، ولا مركبات،لا سلع غذائية

فيما يخص حركة الطيران، فقد اقتصرت على خطة الطوارئ ولتي تتمثل في عملية اجلاء المواطنين والرعايا من وإلى الكويت






Remarks from the International Road Transport Union

As of 1 July, new rules are in place for goods vehicles that need to cross the borders: they are first directed to dedicated parking areas where escort services organised by customs authorities escort them to customs centres for clearance. Restrictions on the export of food and medical supplies are in place; while the same type of goods are allowed to transit through the country.

Saudi Arabia

Saudi Customs will allow UAE freight trucks to enter the country, for a period of 5 days, starting 15 April. So far, only Saudi trucks with resident drivers were allowed to enter from UAE to KSA.

 Kuwait

Customs are allowing only 25-30 trucks to enter the country, per day, since the start of the pandemic. This has created long queues at the border with Saudi Arabia, which could result in waiting times of up to 3 days.

Customs are allowing clearance to be done at the border rather than inland. This has significantly eased the traffic and the queues are gradually diminishing.
