Measures adopted to combat the COVID-19 pandemic
1. Measures to facilitate the cross-border movement of relief consignments and
essential supplies
1.1. Immediate release of goods and direct collection.
1.2. No value-added tax (VAT) levied on medicinal products.
1.3. On request and depending on importers’ status, full or partial exemption from duties is
granted.
2. Measures to support the economy and ensure supply chain continuity
2.1. Suspension of all new measures in the 2020 Finance Law on increasing state revenue.
2.2. Government authorization for landing of special flights (commercial and humanitarian).
2.3. Using land transport, Government has set up basic minimum services by rotation
along the whole Douala/Bangui corridor.
3. Measures to ensure protection for Customs Administration personnel
3.1. Awareness-raising among personnel in all departments by the Customs Healthcare
Mutual Fund doctor and distribution of masks, gloves and hydro-alcoholic gels.
3.2. Strict compliance with anti-virus protection measures and introduction of random
checks by the Customs Services Inspectorate (ISD).
3.3. Establishment of a sub-plan whereby personnel can work in relays, changing over
every two days.
4. Measures to ensure protection for the public
4.1. Limits on the number of users present in Customs services.
4.2. Constant reminders to the public, through awareness-raising measures, of how to protect themselves and others.
4.3. Involvement of the Customs Administration in the work of the National Committee set
up to combat the spread of the COVID-19 virus.
5. Other measures
5.1. All revenue mobilization meetings, usually held from the 15th to the 30th of each
month, have been restricted to senior revenue officials.
