Circular No 87/2020 from the Directorate General of Civil Aviation (DGCA

All airlines operating in Kuwait International Airport must adhere to the following instructions:

Based on the decision of the health authority in the State of Kuwait, no foreign passenger coming from the below listed countries will be allowed to enter the State of Kuwait:

India, Iran, China, Brazil, Colombia, Armenia, Bangladesh, Philippines, Syria, Spain, Singapore, Bosnia and Herzegovina, Sri Lanka, Nepal, Iraq, Mexico, Indonesia, Chile, Pakistan, Egypt, Lebanon, Hong Kong, Italy, North Macedonia, Moldova, Panama, Peru, Serbia, Montenegro, Dominican Republic, Kosovo.

Such restrictions will also include the passengers that were present in these countries 14 days before the date of travel until further notice.

Circular no 85 dated 30 July 2020 is cancelled

تعميم رقم 87/2020 صادر عن الإدارة العامّة للطيران المدني

إلى جميع شركات الطيران العاملة في مطار الكويت الدولي الالتزام بالتالي:

بناء على قرار السلطات الصحية في دولة الكويت يحظر دخول جميع الركاب الأجانب إلى دولة الكويت القادمين من الدول المبينة أدناه:

الهند، إيران، الصين، البرازيل، كولومبيا، أرمينيا، بنغلادش، الفليبين، سوريا، اسبانيا، سنغافورة، البوسنة والهرسك، سريلنكا، نيبال، العراق، المكسيك، اندونيسيا، تشيلي، باكستان، مصر، لبنان، هونغ كونغ، إيطاليا، مقدونيا الشمالية، مولدوفا، بنما، بيرو، صربيا، مونتينيغرو، جمهورية الدومينينكان، كوسوفو.

ويشمل الحظر ممن كان متواجد في تلك الدول خلال 14 يوم قبل موعد السفر وحتى إشعار آخر.

يلغى التعميم رقم 85 بتاريخ 30 تموز/يوليو 2020

The Directorate General of Civil Aviation (DGCA) issued circular no. 28 dated 11 March 2020 (attachment 1) based on the decision of the Council of Ministers in the State of Kuwait deciding to take the following precautionary measures to limit the spread of Corona virus

All airlines operating in Kuwait International Airport must adhere to the following instructions:

Based on the decision of the health authority in the State of Kuwait, no foreign passenger coming from the below listed countries will be allowed to enter the State of Kuwait:

India, Iran, China, Brazil, Colombia, Armenia, Bangladesh, Philippines, Syria, Spain, Singapore, Bosnia and Herzegovina, Sri Lanka, Nepal, Iraq, Mexico, Indonesia, Chile, Pakistan, Egypt, Lebanon, Hong Kong, Italy, North Macedonia, Moldova, Panama, Peru, Serbia, Montenegro, Dominican Republic, Kosovo.

Circular no 85 dated 30 July 2020 is cancelled

1- Non-Kuwaitis are prohibited from entering Kuwait through Kuwait International Airport as of the issuance of this circular.

2- Commercial flights are limited to Kuwaiti citizens and their first-degree relatives. It also allows entry of domestic helper accompanying them.

3- Suspension of the commercial flights to and from Kuwait International Airport, starting from midnight on Friday 13 March 2020 until further notice.

4- This circular excludes Air freight.

5- Kuwaiti citizens will be evacuated abroad in coordination with the embassies of the State of Kuwait.

تحديث جديد من المجلس الأعلى للتخطيط والتنمية في الكويت بتاريخ 8/ 7/ 2020

أصدرت الإدارة العامة للطيران المدني التعميم رقم 28 المؤرخ بـ 11 - 3 – 2020 (مرفق رقم 1) يفيد وبناءً على قرار مجلس الوزراء في دولة الكويت الخاص بالحد من انتشار ڤيروس كورونا فقد تقرر اتخاذ الإجراءات الاحترازية التالية

يمنع دخول غير الكويتيين من مطار الكويت الدولي اعتباراً من صدور هذا التعميم.

تقتصر الرحلات التجارية عن المواطنين الكويتيين واقربائهم من الدرجة الأولى، كما يسمح بدخول العمالة المنزلية المرافقة لهم.

تعليق الرحلات التجارية من وإلى مطار الكويت الدولي بدءاً من بعد منتصف ليل يوم الجمعة 13 - 3 -2020 وحتى إشعاراً آخر.

يستثنى من هذا التعميم رحلات الشحن الجوي.

سيتم إجلاء المواطنين الكويتيين بالخارج بالتنسيق مع سفارات دولة الكويت

Update from The Kuwait Supreme Council for Planning and Development on 28 July 2020

In its letter dated on 15/7/2020,  Kuwait General Administration of Customs informed the supreme council for planning and development that land border crossings has been working regularly during the pandemic period in all border to ensure the facilitation of trade exchange and the provision of all goods, especially basic necessities , food and medical, except those subject of  decisions and circulars issued in this regard by the competent authorities in the country as well as in the neighboring countries. We will provide you with all data, decisions and instructions determined by the time period, type of goods and the customs border crossing

تحديث من المجلس الأعلى للتخطيط والتنمية في الكويت بتاريخ 28/ 7/ 2020بكتابها الموجه بتاريخ 15/ 7/ 2020 إلى المجلس الأعلى للتخطيط والتنمية في الكويت، أفادت الإدارة العامّة للجمارك في دولة الكويت أنّالمعابر الحدوديةالبرية عملت خلال فترة الجائحة في كافة المنافذ الحدودية بشكل إعتيادي لضمان تسهيل وتيسير حركة التبادل التجاري وتوفير كافة البضائع وبالأخص (الأساسية والغذائية 

والطبية) الا فيما أصدرت بشأنها قرارات وتعاميم من الجهات المختصة بالدولة والدول المجاورة. وسيتم موافاتكم بكافة البيانات والقرارات والتعليمات في حال تم تحديدها بالمدة الزمنية ونوع البضائع وتحديد المنفذ الجمركي

Reference is made to the latest developments on the borders, land, sea or air, following the outbreak of Covid 19 Virus, which affected the whole world

The attached official circulars signed by the Director General of the Kuwait Ports Authority states the following:

1- The Kuwait Ports Authority worked in full capacity during the partial quarantine that started in the State of Kuwait on 11 March, 2020 in a government decision number A/8/391(Attachment 1), as well as during the total quarantine, which started in the country on 6 April, 2020 in a government decision number A/1/480 (Attachment 1)

2- The Kuwait Ports Authority was keen on facilitating the work of companies and suppliers of goods during the quarantine periods to exclude the work of the logistical system from issuing “lack of exposure permits” to ensure the continued flow of goods and their non-accumulation in ports

3- The Kuwait Ports Authority issued an administrative circular (Attachment 2) to facilitate the movement of the logistical system during the quarantine period in coordination with the Ministry of Interior with the exception of companies, suppliers and individuals operating in unloading, shipping and customs clearance of “lack of exposure permits”.

4- All these decision led the markets movement to work positively so that the markets did not suffer from any shortage of goods and services during the two quarantine periods.

5- The Kuwait Ports Authority alerts any company or supplier of goods if its operations are affected by some delays caused by the total quarantine, an exemption from the floor fees will be issued to them.

فيما يخص آخر تطورات الحدود ان كانت برية او بحرية او جوية إثر تفشي ڤايروس كوڤيد-١٩الذي ألمّ بالعالم اجمع 

في المرفق تعاميم رسمية من مؤسسة الموانئ الكويتية موقعة من مدير عام المؤسسة 

تفيد فيما يلي:

١- مؤسسة الموانئ عملت بكامل طاقاتها خلال الحظر الجزئي والذي بدء في البلاد في ١١ مارس٢٠٢٠ في قرار حكومي برقمه الوارد في مرفق1 وكذلك خلال الحظر الكلي والذي بدء في البلاد في ٦ ابريل ٢٠٢٠ في قرار حكومي برقمه الواردفي مرفق1

٢- حرصت مؤسسة الموانئ على تسهيل عمل الشركات والموردين للبضائع خلال فترات الحظر لاستثناء عمل المنظومة اللوجستية من اصدار “تصاريح عدم التعرض” لضمان استمرار تدفق السلع وعدم تكدسها في الموانئ 

٣- اصدرت مؤسسة الموانئ تعميم اداري -مرفق2- يفيد تسهيل حركة المنظومة اللوجستية أثناء فترة الحظر بالتنسيق مع وزارة الداخلية باستثناء الشركات والموردين والأفراد العاملة بالتفريغ والشحن والتخليص الجمركي من “تصاريح “عدم التعرض “.

٤- ادى ذلك كله الى عمل حركة الاسواق بصورة ايجابية بحيث لم تعاني الاسواق من أي نقص في السلع والخدمات خلال فترتي الحظر 

٥- وإذ تنبه مؤسسة الموانئ أي شركة او مورد للبضائع اذا تأثرت عملياته من بعض التأخيرات المترتبة على الحظر الكلي بأنه سيتم اصدار اعفاء من رسوم الارضيات لهم . 

Land border crossings have been closed as follows:

• Al-Salmi border crossing (which is located on the western borders with Iraq and Saudi Arabia): it is limited to crossing foodstuffs and basic commodities.
• Al-Nuwaiseeb border crossing (which is in the far south on the Kuwaiti-Saudi border): it is limited to crossing basic foodstuffs and basic commodities.
• Al-Abdali Border crossing (which is located to the north on the Kuwaiti-Iraqi border): completely closed. No individuals, vehicles, or foodstuffs are permitted

About air traffic, it was limited to the emergency plan, consisting on the evacuation of citizens and nationals to and from Kuwait

:تم إغلاق المعابر الحدودية البرية على النحو التالي:

منفذ السالمي (والذي يقع على الحدود الغربية مع العراق والسعودية): تقتصر فقط على عبور السلع الغذائية والصناعية الأساسية

منفذ النويصيب (والذي يقع في أقصى الجنوب على الحدود الكويتية السعودية): تقتصر فقط على عبور السلع الغذائية والصناعية الأساسية

منفذ العبدلي (والذي يقع في الشمال على الحدود الكويتية العراقية): متوقف تماما. لا يسمح بعبور أفراد، ولا مركبات،لا سلع غذائية

فيما يخص حركة الطيران، فقد اقتصرت على خطة الطوارئ ولتي تتمثل في عملية اجلاء المواطنين والرعايا من وإلى الكويت
