What are the rules to enter this country from an EU Member State or Schengen Associated country?



Citizens of Ukraine: Ukrainian travellers arriving from Poland do not have to provide test results and there is no requirement for them to quarantine.

For Other Travellers: There are no specific COVID-19 entry rule requirements for travellers arriving in Lithuania from EU member states, Schengen Associated countries, Switzerland, Andorra, UK, Monaco, San Marino and the Vatican.

What are the rules to enter this country from outside an EU Member State or Schengen Associated country?




Citizens of Ukraine: Ukrainian travellers arriving from Poland do not have to provide test results and there is no requirement for them to quarantine.

For Other Travellers: Travel to Lithuania from non-EU/Schengen countries is restricted to those who are fully vaccinated (14 days after taking the final dose of treatment) and those who qualify for special exemptions. From 15 February, entry is allowed for travellers from select countries.

All travellers must complete the Passenger Questionnaire 48 hours before arrival.

They must provide proof of vaccination, recovery or a negative test result:

  • Approved vaccines: Pfizer/BioNtech, Janssen/Johnson & Johnson, Moderna, AstraZeneca, Covishield and Nuvaxovid. For adults over age 18, the primary vaccination certificate is valid for 270 days (it is unlimited for everyone under age 18 and also for adults with a booster shot).
  • Certificate of recovery is valid for 180 days.
  • Negative test (within 72 hours).

In addition:

  • There is no requirement to self-isolate on arrival.
  • Travellers who are not vaccinated or recovered, and who arrive by their own transport from countries other than EU/Schengen Area states, Switzerland, UK, Andorra, Monaco, San Marino, and the Vatican, without a negative pre-departure test must take one and pay for it when they arrive.
  • All travellers are recommended to take the PCR or antigen test within 3 days of arrival.

What are the rules to enter this country from an EU Member State or Schengen Associated country?


Mandatory travel documentation

All travellers entering this country must fill in the questionnaire provided by the National Public Health Center. They must show either a negative COVID test, proof of vaccination, or proof of past infection.

Entry requirements depend on the colour attributed to the country of departure, according to Lithuania's national classification of risk areas: green, orange, red, dark red and dark grey.

Children below 12 years are exempt from quarantine and testing requirements.

Travellers are advised to consult current measures on Lithuania's Travel Portal.


Entering this country with the EU Digital COVID certificate


EUDCCs are valid to enter Lithuania if they contain one of the following:

  • a certificate of vaccination. The certificate is valid 14 days after taking the second dose of the vaccine (or the single dose, for vaccines with 1 dose only or the single dose for recovered from COVID-19 person, when diagnosis was confirmed by PCR test).
  • Accepted vaccines: Janssen, Comirnaty (Pfizer/BioNTech), Moderna and Vaxzevria (AstraZeneca);
  • a certificate of recovery from Covid-19, confirmed by a positive PCR test, valid for 180 days since the date of the positive test;
  • a pre-departure negative Covid-19 test. Accepted tests: PCR taken within 72 hours prior to arrival or rapid antigen test (RAT) taken within 48 hours prior to arrival.

EU countries are assigned to a different colour based on the colour of the most affected area of the country at the ECDC map.

Travellers arriving from countries classified as "yellow" have to take a second PCR test between day 3 and 5 after arrival (unless they are vaccinated or have recovered from Covid-19).

Travellers arriving from countries that are listed as risk areas (all areas other than "green" or "yellow"), unless they can provide proof of full vaccination or recent recovery from Covid-19, are also subject to mandatory self-isolation for 10 days from the day of arrival. The isolation period may be shortened after a second negative PCR test performed no earlier than on day 7 of self-isolation.

Those who travel on a work basis from "red" or "grey" areas can leave the place of isolation and perform their work-related duties following a negative result to a PCR test carried out after arrival in Lithuania.

Children under 16 years old are exempted from the pre-departure testing requirement. Children under 12 years old from "red" and "grey" countries are exempted from the isolation requirement. Persons arriving from such countries must obtain the NPHC permission before leaving the place of isolation. A notification must also be sent 24 hours before leaving Lithuania and returning to the country of residence or work, if this takes place before the end of the self-isolation period.

What are the rules to enter this country from outside an EU Member State or Schengen Associated country?



Travel to Lithuania from third countries is restricted, with the exception of:

  • citizens coming from the countries listed in Annex I of the Council Recommendations 2020/912;
  • those who are fully vaccinated (14 days after taking the second dose of the vaccine - or the single dose, for vaccines with 1 dose only, or the single dose for recovered from COVID-19 person, when diagnosis was confirmed by PCR test). Accepted vaccines: Janssen, Comirnaty (Pfizer/BioNTech), Moderna and Vaxzevria (AstraZeneca);
  • children under 16 years;
  • other Exemptions for foreigners to enter Lithuania are set out in the Resolution No 152 of the Government of the Republic of Lithuania Declaring A State Of National Emergency (Sub-paragraph 2.3).

All third countries are classified as "grey" countries and listed as risk areas.

Travellers from third countries must present one of the following:

  • a certificate of vaccination. The certificate is valid 14 days after taking the second dose of the vaccine (or the single dose, for vaccines with 1 dose only or the single dose for recovered from COVID-19 person, when diagnosis was confirmed by PCR test).

Mandatory travel documentation

Every traveller arriving in Lithuania will have to fill in a form on the website of the National Public Health Centre within 48 hours before entering Lithuania and present the confirmation received, the QR code, at the time of boarding or at at the border control.

What are the rules if I go abroad from this country, and when I return from abroad?


The government recommends citizens to refrain from non-essential travel. Travellers returning from affected countries (all areas other than "green" or "yellow") are subject to 10-day quarantine with mandatory isolation regulations AND are required to present a negative test result for Covid-19. This test must be taken no earlier than 72 hours for PCR test or 48 hours for RAT before entry to Lithuania.

May I transit this country?


YES


As a general rule, passengers in transit in the EU+ area are exempted from temporary travel restrictions.

EU citizens entering the EU from a third country, as well as their family members, irrespective of their nationality, are exempted from the travel restrictions regardless of whether or not they are returning to their country of nationality or residence.

Passengers travelling from a non-EU country to another non-EU country may transit through the international transit area of airports located in the Schengen area. Rules regarding airport transit visa requirements continue to apply.


Additionally, for Lithuania, the following rules apply:

Use of facemasks


In indoor public spaces (e.g. stores, public transport, events, cinemas etc.) and in case the indoor event is organised for less than 500 spectators, face masks are recommended for the holders and mandatory for non-holders of National Certificate. In case the event is organised for more than 500 spectators, face masks are mandatory for the holders of National Certificate. Non-holders of National Certificate are not allowed to enter events with more than 500 spectators.

Face masks are recommended for both holders and non-holders of National Certificate in outdoor public spaces in case safe physical distance (2 metres) cannot be assured.

Mask can be avoided for children under 6 years of age, and for everyone when exercising or providing a service that can only be provided for unmasked customer and when wearing a face mask is not possible due to health condition.


Physical Distancing


It is recommended to keep 2 metres distance in indoor and outdoor public places to the holders of National Certificate only.

It is mandatory to keep 2 metres distance in indoor and recommended in outdoor public places to the non-holders of National Certificate.


Indoor and outdoor meetings, public or private gatherings and events


No restrictions on the number of participants for outdoor events for holders of National Certificate.

Both standing and seated outdoor and indoor events are allowed for both holders and non-holders of National Certificate.

In case the indoor event is organised for less than 500 spectators, face masks are recommended for the holders and mandatory for non-holders of National Certificate. In case the event is organised for more than 500 spectators, face masks are mandatory for the holders National Certificate. Non-holders of national Certificate are not allowed to enter events with more than 500 spectators.

Online ticketing and/or registration of spectators and/or participants and controlling access by spectators and/or participants to the venue of the indoor/outdoor event must be ensured.

Catering can be organised during the indoor and outdoor events in designated locations.

For short-term (up to 2 hours only) non-commercial events held outdoors in public spaces there is no requirement for the National Certificate. Only seated outdoor events (more than 2 hours) are allowed for non-holders of National Certificate.

Indoor events can be held at up to 75% seating capacity when attended by non-holders of the National Certificate.

Face masks are recommended for both holders and non-holders of National Certificate in outdoor events in case safe physical distance (2 metres) cannot be assured.

It is prohibited to attend any event while ill.


Safety measures for public transportation


Face masks are mandatory in public transport. In city transport, both travellers with and without National Certificate are allowed to travel both sitting and standing. Public transport, taxis and trains operate as usual, with extra efforts to ensure hygienic norms. 


Places of worship


No restrictions on the number of participants for outdoor religious events. For short-term (up to 2 hours) non-commercial events held outdoors in public spaces: there is no requirement for the National Certificate.

Indoor religious event can be held at up to 75% seating capacity when attended by non-holders of the National Certificate.

In indoor public spaces face masks are recommended for the holders and mandatory for non-holders of National Certificate. Physical distancing (2 metres) is recommended for the holders and mandatory for non-holders of National Certificate. Face masks are recommended for both holders and non-holders of National Certificate in outdoor public spaces in case safe physical distance (2 metres) cannot be assured.

Quarantine


In case of a close contact with Covid-19 case 14-day self-isolation is mandatory. There is possibility of shortening the isolation time to 10 days by taking a Covid-19 test at the earliest on the 7th day of isolation.

Monitor your health. If you notice any symptoms of the infection (fever, cough, difficulty breathing, sudden loss or weakening of sense of smell and taste), immediately call the coronavirus hotline: 1808, provide the circumstances of how you may have contracted the virus (it is necessary to indicate that you have been abroad within the last 14 days) and follow the recommendations of doctors.

In case of a positive COVID-19 test 10 days self-isolation is mandatory after from the day of collection of the swab specimen from your nasopharynx and pharynx which tested positive by PCR. For mild cases 10 days self-isolation is mandatory from the onset of symptoms if no fever for not less than 3 days without the use of fever-reducing medications and other symptoms of COVID-19 have subsided.

What are the rules to enter this country from an EU Member State or Schengen Associated country?


Every traveller arriving in Lithuania will have to fill in a form on the website of the National Public Health Centre within 48 hours before entering Lithuania and present the confirmation received, the QR code, at the time of boarding or at the border control.

Passengers of cruise ships do not need to fill in the questionnaire when the Maritime Declaration of Health is submitted to the NPHC.


Entering this country with the EU Digital COVID certificate


EUDCCs are valid to enter Lithuania if they contain one of the following:

  • a certificate of vaccination. The certificate is valid 14 days after taking the second dose of the vaccine (or the single dose, for vaccines with 1 dose only or the single dose for recovered from COVID-19 person, when diagnosis was confirmed by PCR test).

May I transit this country?


Yes


As a general rule, passengers in transit in the EU+ area are exempted from temporary travel restrictions.

EU citizens entering the EU from a third country, as well as their family members, irrespective of their nationality, are exempted from the travel restrictions regardless of whether or not they are returning to their country of nationality or residence.

Passengers travelling from a non-EU country to another non-EU country may transit through the international transit area of airports located in the Schengen area. Rules regarding airport transit visa requirements continue to apply.


Additionally, for Lithuania, the following rules apply:

Transit through the territory of Lithuania is allowed for citizens of third countries:

- On their return to their country of residence;

- In whose respect a reasoned request has been made by a foreign country;

In indoor public spaces (e.g. stores, public transport, events, cinemas etc.) and in case the indoor event is organised for less than 500 spectators, face masks are recommended for the holders and mandatory for non-holders of National Certificate. In case the event is organised for more than 500 spectators, face masks are mandatory for the holders of National Certificate. Non-holders of National Certificate are not allowed to enter events with more than 500 spectators.

Face masks are recommended for both holders and non-holders of National Certificate in outdoor public spaces in case safe physical distance (2 metres) cannot be assured.

Mask can be avoided for children under 6 years of age, and for everyone when exercising or providing a service that can only be provided for unmasked customer and when wearing a face mask is not possible due to health condition.


Physical Distancing


It is recommended to keep 2 metres distance in indoor and outdoor public places to the holders of National Certificate only.

It is mandatory to keep 2 metres distance in indoor and recommended in outdoor public places to the non-holders of National Certificate.


Indoor and outdoor meetings, public or private gatherings and events


No restrictions on the number of participants for outdoor events for holders of National Certificate.

Both standing and seated outdoor and indoor events are allowed for both holders and non-holders of National Certificate.

In case the indoor event is organised for less than 500 spectators, face masks are recommended for the holders and mandatory for non-holders of National Certificate. In case the event is organised for more than 500 spectators, face masks are mandatory for the holders National Certificate. Non-holders of national Certificate are not allowed to enter events with more than 500 spectators.

Online ticketing and/or registration of spectators and/or participants and controlling access by spectators and/or participants to the venue of the indoor/outdoor event must be ensured.

Catering can be organised during the indoor and outdoor events in designated locations.

For short-term (up to 2 hours only) non-commercial events held outdoors in public spaces there is no requirement for the National Certificate. Only seated outdoor events (more than 2 hours) are allowed for non-holders of National Certificate.

Indoor events can be held at up to 75% seating capacity when attended by non-holders of the National Certificate.

Face masks are recommended for both holders and non-holders of National Certificate in outdoor events in case safe physical distance (2 metres) cannot be assured.

It is prohibited to attend any event while ill.


Safety measures for public transportation


Face masks are mandatory in public transport. In city transport, both travellers with and without National Certificate are allowed to travel both sitting and standing. Public transport, taxis and trains operate as usual, with extra efforts to ensure hygienic norms. 


Places of worship


No restrictions on the number of participants for outdoor religious events. For short-term (up to 2 hours) non-commercial events held outdoors in public spaces: there is no requirement for the National Certificate.

Indoor religious event can be held at up to 75% seating capacity when attended by non-holders of the National Certificate.

In indoor public spaces face masks are recommended for the holders and mandatory for non-holders of National Certificate. Physical distancing (2 metres) is recommended for the holders and mandatory for non-holders of National Certificate. Face masks are recommended for both holders and non-holders of National Certificate in outdoor public spaces in case safe physical distance (2 metres) cannot be assured.

Quarantine


In case of a close contact with Covid-19 case 14-day self-isolation is mandatory. There is possibility of shortening the isolation time to 10 days by taking a Covid-19 test at the earliest on the 7th day of isolation.

Monitor your health. If you notice any symptoms of the infection (fever, cough, difficulty breathing, sudden loss or weakening of sense of smell and taste), immediately call the coronavirus hotline: 1808, provide the circumstances of how you may have contracted the virus (it is necessary to indicate that you have been abroad within the last 14 days) and follow the recommendations of doctors.

In case of a positive COVID-19 test 10 days self-isolation is mandatory after from the day of collection of the swab specimen from your nasopharynx and pharynx which tested positive by PCR. For mild cases 10 days self-isolation is mandatory from the onset of symptoms if no fever for not less than 3 days without the use of fever-reducing medications and other symptoms of COVID-19 have subsided.

Use of facemasks


In indoor public spaces (e.g. stores, public transport, events, etc.), face masks are mandatory for those over 6 years of age, except when exercising or providing a service that can only be provided for unmasked customer and when wearing a face mask is not possible due to health condition.


Masks are not required in outdoor public spaces.

It is recommended to keep 2 metres distance in indoor and outdoor public places.

No restrictions on the number of participants for outdoor events.

Indoor events can be held at up to 75% seating capacity when attended by non-holders of the National Certificate. Face masks will still be mandatory in events held indoors in public spaces.


Only seated indoor and outdoor events are allowed when attended by non-holders of the National Certificate. Online ticketing and/or registration of spectators and/or participants and controlling access by spectators and/or participants to the venue of the indoor/outdoor event must be ensured. Catering can be organised during the indoor and outdoor events in designated locations.

The EU Digital COVID Certificate Regulation entered into force on 01 July 2021. EU citizens and residents will now be able to have their Digital COVID Certificates issued and verified across the EU. National authorities are in charge of issuing the certificate. 

The certificate provides a standardised recognition of the holder's status related to vaccination, recovery from Covid-19, or test result. Despite the European Digital COVID Certificate, each country continues to be responsible for the definition of its own entry requirements and rules, which are not standardised at the EU level. This means that what is required to enter upon presentation of this certificate, depends on the measures and entry rules in place at your destination.

EUDCC are valid if they contain one of the following:

Indoor or outdoor commercial or non-commercial cultural, entertainment, sporting events, celebrations, fairs, festivals, or other mass gatherings arranged in public locations are suspended.

Exceptions are funerals (attended by a maximum of 10 persons, excluded family members and persons providing the funeral services), and high-performance sporting events without spectators.

Also, it is allowed to hold events whereby spectators stay in their cars and there are maximum 2 people in the car, except for multiple members of one family and/or one household

The "EU Digital COVID Certificate" (available from 1 July 2021) provides proof that a person has either:

  • been vaccinated against COVID-19 (vaccine type and manufacturer, number of doses, date of vaccination);
  • received a negative test result, PCR or rapid antigen, with the name of the test, date and time of test, test centre and result (self-tests are not valid);
  • recovered from COVID-19.

When travelling, holders of the "EU Digital COVID Certificate" will have the same rights as citizens of the visited Member State who have been vaccinated, tested or recovered.

The certificate provides a standardised recognition of the holder's status related to vaccination, recovery from COVID or test result. Each country continues to be responsible for the definition of its own entry requirements and rules, which are not standardised at the EU level. This means that what you will be eligible for, upon presentation of this certificate, depends on the measures and entry rules in place at your country of destination.


How does it work:

  1. Member States issue a certificate automatically or upon request, which is issued either digitally or on paper, and has a QR code with an electronic signature;
  2. Citizens store the certificate in their digital app or wallet and can use it when they travel;
  3. When the verifier asks the citizen for the certificate, the QR code is shown and the digital signature is verified.

Is a coronavirus test required? 

Travellers from EU Member States or Schengen Associated Countries listed as affected countries or displayed as such on the map, should have a certificate of a healthcare institution, or a laboratory test result form, proving a negative laboratory test coronavirus infection performed not earlier than 48 hours before returning to / arriving in the Republic of Lithuania. The form can be in Lithuanian, English or Russian. 

Alternatively, the traveler should contact the Coronavirus Hotline tel. 1808 or the institution performing laboratory tests and register for the test within 24 hours from arrival in the Republic of Lithuania.

Is a quarantine required?

Travellers from EU Member States or Schengen Associated Countries listed as affected countries, should self-isolate for 14 days from the day of arrival in the Republic of Lithuania. The isolation period may be shortened after a negative PCR test for coronavirus infection performed not earlier than on day 10 of self-isolation (the test is carried out at own expense).

Persons arriving from countries where the spread of new virus variants has been detected, must obtain the NPHC permission, to leave the place of isolation for certain specified reasons. To leave Lithuania for the country of residence or work before the end of self-isolation period must notify must notify NPHC 24 hours before departure.

Transit through the territory of the Republic of Lithuania is allowed for foreigners:

- On their return to their country of residence;

- In whose respect a reasoned request has been made by a foreign country;

- Seafarers;

- Using facilitated transit of persons from the territory of the Russian Federation to Kaliningrad region of the Russian Federation and backwards (this transit of persons shall be carried out only through Kena railway border checkpoint and Kybartai railway border checkpoint under the conditions laid down by the Minister for Foreign affairs of the Republic of Lithuania).

Regardless of the transport used by travelers in transit through Lithuania, it is not necessary to fill in the NPHC form and submit your personal data. There is no need for self-isolation or negative test result, if you travel by air transport and you do not leave the transit area at the airport. The carriers must allow transit passengers with onward air travel tickets to board the aircraft without a QR code.

Travelling to Lithuania
A two-week self-isolation requirement is applied to persons arriving from COVID-19 affected countries or in transit through them. Affected countries are those with a coronavirus infection incidence rate exceeding 25 cases per 100,000 inhabitants over the last 14 days.


The official list of affected countries is available at the Ministry of Health website.

Foreigners arriving from countries where the COVID-19 incidence rate exceeds 25 cases per 100,000 inhabitants will have to provide a negative result to a coronavirus test performed within 72 hours prior to their arrival and they will be required to self-isolate for 14 days, also in case of a negative result to the test.

Third-country nationals

Foreigners from third countries may enter Lithuania only after obtaining permission from the responsible Lithuanian authorities depending on the nature of the issue: the Ministry of Foreign Affairs, the Ministry of Social Security and Labour, etc. Travellers legally residing in countries that are included in the EU list of third countries whose residents should not be subject to a temporary restriction on crossing external borders for the purpose of unnecessary travel to the EU, are also allowed to enter the Republic of Lithuania if their countries are not included in the list of the affected countries, i. e. if the incidence rate is less than 25 cases per 100,000 population in those countries in the last 14 days. Foreigners arriving from third-countries where the COVID-19 incidence rate exceeds 25 cases per 100,000 inhabitants will have to provide a negative result to a coronavirus test performed within the last three days prior to their arrival and they will also be required to comply with isolation requirements. list of affected countries. If the country of travelling or transit had more than 25 cases per 100,000 inhabitants in the last 14 days, citizens must have a test for COVID-19 (coronavirus infection) taken not earlier than 72 hours before their entry to the Republic of Lithuania and negative results thereof, or contact the Hotline 1808 or other establishment that performs Coronavirus tests within 24 hours of the entry, except cases provided for in the order of the Minister for Health.

Rules and Exceptions
Citizens from the European Economic Area, Switzerland and the United Kingdom, and persons lawfully residing in these countries, are allowed to enter Lithuania without restrictions, provided that the incidence of COVID-19 (coronavirus infection) in their country of origin has not exceeded 25 cases per 100,000 inhabitants in the last 14 days.

Persons who have returned or arrived from countries on the list of countries most affected by coronavirus infection or who have travelled through the affected countries shall be deemed to have been exposed to the virus. This does not apply when people travel by air without leaving the airport transit area or travel in transit from a country unaffected by a coronavirus infection through Poland, with essential stops only, in Poland.
Isolation is mandatory for persons arriving from or transiting through the affected countries, with the exceptions provided for in the order of the Minister for Health.

Foreigners arriving from countries where the COVID-19 incidence rate exceeds 25 cases per 100,000 inhabitants will have to provide a negative result to a coronavirus test performed within 72 hours prior to their arrival and they will be required to self-isolate for 14 days, also in case of a negative result to the test.

Mandatory Travel Documentation
All travellers arriving in Lithuania from abroad by air or sea have to register with the National Public Health Centre. All passengers must fill out forms on paper or online before disembarking. NPHC specialists will collect completed paper forms from travellers or check if they have filled them out online. Those travelling by land are obliged to register with the NPHC within 12 hours from the moment of arrival in the Republic of Lithuania.

National Emergency & travel prohibition (14.03.2020)

While the quarantine is in place, Lithuanian citizens, with some exceptions, will be banned from leaving the country, and foreigners will be banned from entering the country with some exceptions. Persons returning to their country of residence shall be allowed to transit through the territory of the Republic of Lithuania without a stopover until 19 March 2020, 00:00.

Since the last Flash Info publication related to COVID-19 in Lithuania, a condition for travellers has been lifted. From 31 March 2022, persons arriving in Lithuania from any country are not required to complete the passenger questionnaire.

COVID-19 Update: Covid-19 restrictions in Lithuania


Since the last Flash Info publication related to COVID-19 in Lithuania, restrictions have changed.
No restrictions shall apply to people arriving from: The European Union and the European economic area (EEA) (EU, Iceland, Liechtenstein, Norway), the Swiss Confederation, the United Kingdom of Great Britain and Northern Ireland, the Principality of Andorra, the Principality of Monaco, the Republic of San Marino and the Holy See (Vatican City State).
From those countries:
- There is no ban on the entry of foreigners;
- No passenger questionnaire is required;
- There is no need to conduct a test for COVID-19 disease, even if the person is not vaccinated or not recovered ;
- There is no need to isolate.

People coming from other countries must have an e-mail confirmation (QR code) of a completed electronic questionnaire received by e-mail.
The passenger's questionnaire is not required for cruise ship passengers when the Maritime Health Declaration is submitted to the National Public Health Center under the Ministry of Health in accordance with the International Health Regulations.

People coming from other countries are requested to test (proof of negative PCR test taken no later than 72h before entering). This requirement does not apply to:

- Crew and crew members working in Lithuanian companies engaged in international commercial transport or carrying out international commercial transports by any type of vehicle, as well as seafarers;
- Persons transiting through Lithuania;
- People who have a document from a personal health care institution confirming that they have recovered from COVID-19 in the last 180 days when the diagnosis has been confirmed on the basis of a positive SARS-CoV-2 PCR test or antigen test included in the European Union's Common List of Rapid Antigen Tests (ICS).
- Persons with a medical institution document, a country-specific vaccination certificate or an international vaccination certificate that a person's vaccination is one of the specified COVID-19 vaccines (COVID-19 Vaccine Janssen, Comirnaty, Spikevax, Vaxzevria, Covishield or Nuvaxovid).

Obligation to use navigation seals when entering Belarus from Lithuania by road

The Belarusian Government issued a Regulation No. 439 dated of 28 July 2021, which imposes the obligation to use navigation seals when entering Belarus from Lithuania by road, either for bilateral movements or for transit.

This obligation is not applicable to goods transported under customs transit regime from the Kaliningrad region of Russia to Belarus transiting through Lithuania, as well as to heavy and(or) bulky transport, which require a special permit.

The above Regulation shall enter into force on 30 August 2021.

Updated situation at borders (Belarus-Lithuania)

Starting from 12 April 2021, on the BLR-LTU border, in addition to already functioning border crossing points – Kamenny Log (BLR) – Myadininkai (LTU), Kotlovka (BLR) – Lavorishkes (LTU), Benyakoni (BLR) – Shalchininkai (LTU), Privalka (BLR) – Raigardas (LTU) – three more will resume functioning, although with some limitations, notably:

-       Vidzy (BLR) – Tverečius (LTU) is open for crossing the border by persons regardless of their citizenship, empty freight vehicles and passenger transport vehicles with a maximum permitted weight of no more than 3,5 tons and with the number of passenger seats of no more than eight, driver's seat not included, regardless of the country of their registration, as well as for the movement of goods for personal use;

-        Losha (BLR) – Shumkas (LTU) is open for crossing the border by persons regardless of their citizenship, passenger transport vehicles with a maximum permitted weight of no more than 3,5 tons and with the number of passenger seats of no more than eight, driver's seat not included, regardless of the country of their registration, as well as for the movement of goods for personal use;

-        Lyntupy (BLR) – Papialiakis (LTU) - only for freight vehicles transporting heavy or bulky goods under special permit.

COVID-19 update: Renewed situation in Lithuania

Every person, regardless of nationality, crossing the land border to Lithuania must fill in an online form before entering the country. 

Here is the Link to the online form and also to receive a QR code. 

This applies to all professional drivers.

Failure to provide the code will result in a fine of 500 - 1500 euros. Isolation is also mandatory for all drivers, except for transit, cargo delivery or cargo pick-up, without staying in Lithuania.

On 17 June, the Lithuanian government lifted the nationwide quarantine but extended the state of emergency, which was declared back in February.

Temporary controls at internal borders will be carried out until 16 July. Foreigners are not allowed to enter Lithuania; the following categories are exempt from this provision:

  • Crew members working in Lithuanian companies engaged in international commercial transport or crew members working for foreign companies performing international commercial transport in any type of vehicle.
  • Citizens of the European Economic Area, the Swiss Confederation, the United Kingdom of Great Britain and Northern Ireland and persons legally residing in those countries that did not exceed 25 cases per 100 thousand population in the last 14 days. A list of such States shall be published each Monday by the Head of State Emergency Operations.
  • Foreigners who have the right to reside in the Republic of Lithuania and foreigners who are family members i.e. parents, adoptive parents, children, adopted children, spouses and guardians of citizens of the Republic of Lithuania and foreigners who have the right to reside in the Republic of Lithuania.
  • Foreigners holding a national visa of the Republic of Lithuania.

Restrictions apply at the following land border crossing points: Medininkai–Kamenyj Log; Šalčininkai–Benekainys; Raigardas–Privalka; Kybartai–Černiševskoje; Panemunė–Sovetsk.

The following border crossing points are closed: Tverečius–Vidžiai; Lavoriškės–Kotlovka; Šumskas–Loša; Ramoniškiai–Pograničnyj; Nida–Morskoje; Adutiškis–Moldevičiai; Papelekis–Lentupis; Krakūnai–Geranainys; Eišiškės–Dotiškės; Rakai–Petiulevcai; Norviliškės–Pickūnai; Latežeris–Pariečė

On 29 June, Lithuania introduced a 14-day isolation requirement for its nationals and residents arriving from the 50 most affected countries, including Sweden, Russia and Belarus. International freight transport drivers are exempt from this provision. The ministry will update the list every week. The countries considered most affected are those with more than 25 new cases per population of 100,000 reported over the last two weeks. Travellers from countries with infection rates of between 15 and 25 are advised, but not required, to go into 14-day self-isolation.

On 1 June, the Lithuanian Government extended national quarantine until 24:00 of 16 June. Additional provisions have been added to reflect the evolution of the pandemic.

Self isolation of 14 days remains mandatory for individuals returning to Lithuania or arriving from foreign countries. The requirement does not apply to:

  • Crew members working in international transport for Lithuanian companies. Isolation up to 14 days is mandatory, except in the case of return from countries where the infection rate of the last two weeks does not exceed 25 cases per 100 thousand population.
  • Citizens from the countries of the European Economic Area, the Swiss Confederation, the United Kingdom of Great Britain and Northern Ireland and persons legally residing in those countries can enter the territory of Lithuania provided that people do not come from a country where the infection rate of the last two weeks does not exceed 25 cases per 100 thousand population.
  • Citizens of the Republic of Lithuania and persons legally residing in the Republic of Lithuania who have returned or arrived from the Republic of Estonia, the Republic of Latvia and the Republic of Poland.
  • Citizens of the Republic of Estonia and the Republic of Latvia and persons legally residing in these countries who have returned or arrived from the Republic of Estonia or the Republic of Latvia.
  • Citizens of the Republic of Poland and persons legally residing in this country who have returned or arrived for work, business or study purposes, if they have not visited other countries, except the Republic of Poland or the Republic of Lithuania, during the last 14 days prior to arrival in the Republic of Lithuania.
  • Persons in transit through the territory of the Republic of Lithuania.

The transport of goods transiting through Lithuania is permitted. Upon detection of any symptom at the border of Lithuania, drivers or crew members engaged in international commercial transport in any type of vehicle, transiting through the territory of Lithuania, will not be allowed to enter the country unless they are citizens of Lithuania, Latvia, Estonia or legal residents of Lithuania.

Individuals can enter the country through the following state border crossing points:

  • Road: Medininkai – Kamenyj Log, Raigardas – Privalka, Šalčininkai – Benekainys, Kybartai – Černyševskoje, Panemunė – Sovetsk, Kalvarija – Budzisk, Lazdijai – Aradninkai and all crossing points of the border with Latvia. The entry of persons and/or their passenger cars into the territory of the Republic of Lithuania is allowed only through the following international state border crossing points: Kalvarija–Budziskas and Saločiai–Grenstalė and all border crossing points of the state border with the Republic of Latvia. In exceptional cases, after obtaining the permission of the Head of the State Border Guard Service under the Ministry of the Interior of the Republic of Lithuania or a person authorised by him, persons and/or their passenger cars may be allowed to enter the Republic of Lithuania through other road border crossing points.  
  • Railway: Vilnius railway station border crossing point, Stasylos – Benekainys, Kena – Gudagojis, Kybartai – Nesterovas, Šeštokai – Trakiškės and all border crossing points of the state border with the Republic of Latvia. In the case of commercial and/or international freight transport by rail, the state border may also be crossed through the Pagėgiai-Sovetsko railway border checkpoint;  
  • Airports: border checkpoints of Vilnius, Kaunas, Palanga and Šiauliai international airports;  
  • Seaports: Pilies, Malkų įlankos, Būtingė Oil Terminal and Molo border checkpoints.

To control the spread of coronavirus (COVID-19), the Government has decided to declare quarantine on the entire territory of the Republic of Lithuania. This quarantine has now been extended to 24:00 on 31 May. However, some additional adjustments will enter into force in the coming days:

- Citizens of Estonia and Latvia will be allowed to enter Lithuania without restrictions as of 15 May. The requirement to comply with the 14-day compulsory self-isolation upon arrival from these countries will be abolished.

- As of 11 May, citizens of all other European Union (EU) countries will be able to enter Lithuania for business or study purposes, but they will be subject to the 14-day self-isolation, except for those coming from Poland (the 14-day self-isolation measure does not apply).

- As of 11 May, ferry travel is permitted on the routes between Kiel / Rostock / Travemünde and Klaipėda, when passengers are not picked up at intermediate ports, and minimal contact with bystanders is ensured during the transfer to another ferry at the intermediate port.

- In addition, as of 15 May, Lithuanian citizens will be able to return from abroad or foreigners will be able to come to Lithuania through two more points on the border with Latvia, i. y. Būtingė-Rucava and Smėlynė-Medumi. At present, it is possible to leave for Latvia through these borders, but it is possible to return only through the Saločiai-Grenctalė point.

On 22 April, the Lithuanian government has extended the nationwide quarantine up until 24:00 of 11 May.

Starting immediately, drivers operating to or through Lithuania, must record all stops made during their international route in a free-form document, together with the reason for stopping and the duration. This applies to both Lithuanian and foreign drivers.

On 16 March, the Lithuanian government announced nationwide quarantine (level 3 of the national plan). This quarantine has now been extended until 27 April.

Restrictions at the borders of Poland and Latvia have been reintroduced. With effect from 14 March, foreign nationals are not permitted to enter the country by any means of transport. Exceptions are in place for persons residing in the Republic of Lithuania, and persons employed within Lithuanian companies, and are either engaged in the international commercial transport of goods, or performing an international commercial transport of goods, by any means of transport.

Persons returning or arriving from foreign countries are required to isolate for 14 days. Please note that this does not apply to crew or crew members working for Lithuanian companies engaged in international commercial transport or performing international commercial transport in any type of vehicle, or to any foreign citizens transiting through the Republic of Lithuania with a mandatory escort (convoy) to the state of their residence, and who do not have symptoms of COVID-19.

For crew or crew members who either work for Lithuanian companies engaged in international commercial transport, or who perform international commercial transport in any type of vehicle, isolation is mandatory from the day of arrival in the Republic of Lithuania until the day of departure from its territory, but not exceeding 14 days. The National Public Health Center under the Ministry of Health organise screening at border crossings for symptoms of COVID-19 when returning or arriving from abroad.

Foreign carriers with cargo vehicles transiting through Lithuania are permitted. However, crew or crew members performing international commercial transport in any type of vehicle must travel through the territory of the Republic of Lithuania without stopping unnecessarily.

Upon detection of any COVID-19 (coronavirus infection) symptoms at the border of Lithuania, crew or crew members engaged in international commercial transport in any type of vehicle, transiting through the territory of Lithuania, will not be allowed to enter the country unless they are citizens or legal residents of Lithuania.

The number of border crossing points accessible for entry into Lithuania have been reduced to the following:

Kalvarijos–Budzisko, Saločių–Grenstalės, Būtingės–Rucavos, Smėlynės–Medumės, Medininkų–Kamenyj Logo, Raigardo–Privalkos, Kybartų–Černyševskojės, Panemunės–Sovetsko, Kenos–Gudagojo, Šalčininkų–Benekainių, Mockavos–Trakiškių, Lazdijų–Ogrodnikų, Lavoriškės–Kotlovka, Vilnius, Kaunas, Palanga, Šiauliai international airports, Vilnius railway station and Stasylai railway border crossing points, and Klaipeda seaport.

The entry of persons and/or their passenger cars into the territory of the Republic of Lithuania is allowed only through the following international state border crossing points: Kalvarija–Budziskas and Saločiai–Grenstalė. In exceptional cases, after obtaining the permission of the Head of the State Border Guard Service under the Ministry of the Interior of the Republic of Lithuania, or a person authorised by him, persons and/or their passenger cars may enter the Republic of Lithuania through other international border crossing points.

Border crossing for commercial and/or international freight transport is additionally carried out through the Stasylai–Benekainiai railway border crossing point and the Pagėgiai–Sovetsk railway border crossing point, and the facilitated transit of persons from the territory of the Russian Federation to the Kaliningrad region of the Russian Federation, and back to the territory of the Russian Federation, shall additionally pass through the Kena Railroad Border Inspection Post and the Kybartai Railway Border Inspection Post.

It is prohibited to transport passengers and/or transport their passenger cars by passenger ships (ferries) to the Republic of Lithuania, with the exception of the ferry along the Kiel–Klaipėda–Kiel route. In exceptional cases, on the proposal of the Minister of Foreign Affairs, the decision on the permit will be made by the Government of the Republic of Lithuania. Passenger flights to and from Lithuanian airports are also  prohibited unless authorised by the Lithuanian Transport Safety Administration, subject to approval from the ministries for transport and foreign affairs.

Coming into effect on 16 March, 00:00, the Lithuania Government has announced a two-week nationwide quarantine (third level of the national plan). Currently quarantine has been extended until 13 April.

Lithuania has reintroduced restrictions at the borders of Poland and Latvia. With effect from 14 March, foreign nationals are not permitted to enter the country by any means of transport. Exceptions are in place for persons residing in the Republic of Lithuania, and persons employed within Lithuanian companies, and are either engaged in the international commercial transport of goods, or performing an international commercial transport of goods, by any means of transport.

Persons returning or arriving from foreign countries are required to have 14 days of isolation, except for crew and crew members working in Lithuanian companies engaged in international commercial transport or performing international commercial transport in all types of vehicles, foreign citizens in transit through the Republic of Lithuania with a mandatory escort (convoy) to the state of their residence, and those who do not have any symptoms of COVID-19.

For crew and crew members who work in Lithuanian companies engaged in international commercial transport or perform international commercial transport in all types of vehicles, isolation is mandatory from the day of arrival in the Republic of Lithuania until the day of departure from its territory, but not longer than 14 days. The National Public Health Center under the Ministry of Health have organized screening at border crossing for symptoms of COVID-19 when returning or arriving from abroad.

International transport drivers are required to mark the stops that took place during the trip in a free-form document, indicating their purpose and duration.

Foreign carriers with cargo vehicles transiting through Lithuania are permitted.

The number of border crossing points to enter Lithuania have been reduced to the following:

Kalvarijos–Budzisko, Saločių–Grenstalės, Būtingės–Rucavos, Smėlynės–Medumės, Medininkų– Kamenyj Logo, Raigardo–Privalkos, Kybartų–Černyševskojės, Panemunės–Sovetsko, Kenos– Gudagojo, Šalčininkų–Benekainių, Mockavos-Trakiškių, Lazdijų–Ogrodnikų, Vilnius, Kaunas, Palanga, Šiauliai international airports, Vilnius railway station and Stasylai railway border crossing points and Klaipeda seaport.

The entry of persons and/or their passenger cars into the territory of the Republic of Lithuania is allowed only through the following international state border crossing points: Kalvarija – Budziskas, Saločiai – Grenstalė.

Lithuania reintroduced control of its borders with Poland and Latvia on 14 March. Foreign nationals will not be allowed to enter the country by any means of transport, unless they work and live permanently in Lithuania (a temporary corridor will be available for Latvian and Estonian citizens to reach their countries). 

Goods transport is still allowed. However, foreigners are banned from entering the country, unless they are making necessary deliveries of goods to Lithuania.

The number of local passengers on intercity buses and trains is restricted to maintain the necessary distance between passengers.
