How to enter Thailand under Thailand's COVID-19 measures

  

In compliance with Thai Government's latest quarantine measures (dated 29th April 2021)

from 1st May 2021 all travelers entering Thailand must stay in quarantine hotels not less than 14 days.


        Both Thais and Non-Thai Nationals entitled to enter the country MUST have a Certificate of Entry (CoE) to be able to board the aircraft. In order to apply for a CoE with Royal Thai Embassy Bern, your originating point of departure must be from Switzerland only.

        List of categories of persons who are eligible to apply for a "Certificate of Entry"

In order to maintain the continuity of COVID-19 prevention and control measures, the Royal Thai Government does not allow the entry into the Kingdom of non-Thai nationals during this outbreak until further notice.


        However, non-Thai nationals who are qualified in one of the categories, according to the notification of the Civil Aviation Authority of Thailand dated 2nd July 2020, are able to apply for a Certificate of Entry (CoE) to enter the Kingdom of Thailand.

       Only applicants from low risk countries are eligible to apply for Tourist 60 days visa and STV. 

       Switzerland is currently listed as a high risk country. Effective date is to be confirmed.

According to the information received from the International Affairs Division, Ministry of Transport of Thailand on 27 April, while border closure bans the movement of people travelling through land border, the movement of goods is possible although subjected to public health measure set out by Center for COVID-19 Situation Administration (CCSA). In addition, COVID-19 related measures vary across different provinces/borders. For example, in Mukdahan province where one of the Thailand-Laos border is located, only freight trucks are allowed to pass through the border. Furthermore, only 2 persons are allowed in a truck. They are also subjected to health screening (e.g. body temperature measurement) from the disease control staff.

Following are major border crossing points and their operational hours:  The First Thai–Lao Friendship Bridge (Nongkhai-Vientiane)  (Everyday during 06:00-22:00);  The Second Thai-Lao Friendship Bridge (Mukdahan-Savannakhet)  (Everyday during 06:00-22:00);  The Third Thai-Lao Friendship Bridge (Nakhon Phanom-Khammouane) (Everyday during 06:00-22:00); The Fourth Thai-Lao Friendship Bridge (Everyday during 06:00-22:00); The Second Friendship Bridge Crossing Moei/Thaungyin River (Everyday during 06:30-18:30); The Friendship Bridge Thai-Malaysia (Buketa) (Everyday during 05:00-18:00)

1. Measures aiming to Facilitate the Cross-border Movement of Relief and
Essential Supplies


 Facilitation of Air Cargo Shipment for the importation of medical equipment
with a purpose for public donation.
 Expediting and prioritizing shipment of medical supplies and materials related
to COVID-19 pandemic and launching of a guideline on Customs procedures
for shipment donated to public hospitals/organizations.
 Fast-track of ad-hoc applications for imported permission of surgical and dust
masks at the ports of entry; for personal utilisation. Thai FDA temporarily
allows an importation as personal belongings of 180 pieces/person within sixmonth period.
 Ad-hoc special “Green lanes” for importation of medical supplies and
materials related to COVID-19 pandemic.


2. Measures aiming at Supporting the Economy and Sustaining Supply Chain
Continuity


 Import duty exemption for surgical masks, dusk masks and the raw materials
used in the production of mask.
 Extension of the time-limit for Customs procedures; (1) Re-export of
temporarily imported items and (2) Extension of storage period in Bonded
Warehouses, Free Zones and Free Trade Zones.


3. Measures aiming at Protecting Customs administrations’ Staff


 Work-From-Home policy
 Collaboration with other public health agencies for cleaning working premises
and Customs houses.
 Distribution of protective masks and sanitizing materials to all Customs
personnel.


4. Measures aiming at Protecting Society


 Temporary export ban on surgical and dust masks. Exemption only given for
passengers’ belongings (30 pieces/pax/flight without medical description, 50
pieces/pax/flight with medical prescription).
 Temporary export ban on bird eggs of fowls of the species Gallus Domesticus
(HS 0407.21.00; 0407.29.90)
 Intensified Customs control of masks and Protective Personal Equipment,
especially to fight against counterfeit and unauthorized medical supplies and
materials related to COVID-19


5. Other Measures.


Exemption of VAT in case of importation of medical supplies and materials related to
COVID-19, given to public hospitals/organizations.
