The eTIR procedure, and thus the fonctioning of the eTIR international system and all systems interconnected with it, is based on the provisions of the TIR Convention, in particular the newly adopted Annex 11. 

• The TIR handbook contains the legal text of the TIR Convention as well as comments approved by its governing bodies to facilitate its application. It also contains best practices which further facilitate its harmonious application by customs authorities, national associations or TIR Carnet holders.

• Annex 11 contains the legal provisions regulating specifically the eTIR procedure. The linked document also contains the amendments to the TIR Convention which were approved to allow the introduction of the new Annex 11 (English, French and Russian).
