BORDER CLOSURE MEASURES

Air ports and road transportation:


• All terminals within Indonesia are operating normally for cargo. Freighters are flying as normally but capacity is
constrained;
• Major ports are operating as normal;
• Road network transportation is normal within cities and between city limits;
• Customs are operating as normally in clearance with no significant delays due to COVID-19 restrictions reported.

IMPORTATION and CUSTOMS PROCEDURES


A previous Ministry of Trade regulation, No.28/2020, was effective from 23 March but is no longer effective as of 30 June 2020. This temporarily eliminated import certification requirements on imports of certain products, such as masks and PPEs, due to COVID-19.

Effective 17 April 2020, as of Ministry of Finance regulation No. 34/2020, the temporary elimination of import tariffs on certain medical and pharmaceutical products used in the treatment of COVID-19 was implemented. This included 73 tariff lines at 8-digit level, in the following HS Chapters 29; 30; 34; 38; 39; 40; 62; 63; 64; 65; 90. Imports also exempted from VAT and income taxes.

Effective 9 April 2020, as of Ministry of Finance regulation No. 30/2020, the payment of excise duties on imports of certain goods is temporarily postponed due to COVID-19. (source: Ministry of Finance, 9 April 2020).


The Directorate General of Customs and Excise published a list of measures undertaken in response to COVID-19:

  • All submissions of import applications that are granted exemptions can be done through the Lembaga National

Single Window (LNSW) portal;

  • The government has relaxed various import and export restrictions, especially for reputable traders (companies

with high-level compliance). Reduction of import

restrictions intends to accelerate imports of raw and semifinished materials for local manufactures;

  • Various policies have been instituted for the safety and protection of Customs officers.

RESTRICTIONS to EXPORTS

Exportation procedures:


A previous Ministry of Trade regulation, No. 23/2020, was effective from 18 March 2020 but is no longer effective as of 30
June 2020. This temporarily banned the export of antiseptic, raw materials for the creation of masks, PPEs, ethyl alcohol and other
items. Ministry of Trade regulation No. 31/2020, which amended the previous regulation, also does not apply as of 30 June 2020.

AIRPORT STATUS and FLIGHT RESTRICTIONS



Passengers are not able to enter or transit through Indonesia.

This does not apply to:
• Nationals of Indonesia;
• Passengers with a Temporary Stay Permit (ITAS) or
Permanent Stay Permit (ITAP);
• Passengers with a Diplomatic Visa or a Service Visa;
• Passengers with a Diplomatic Stay Permit or Service Stay
Permit;
• This does not apply to passengers with a visa issued after
31 March 2020.

and under a limited schedule, subject to certain restrictions

DGCE’s National Measures in Response to COVID-19 Outbreak

Actions taken by Directorate General of Customs and Excise of Republic of Indonesia (DGCE) in response to the COVID-19 outbreak are as follows:

  1. Special policy related to import and export
    1. Ministry of Finance Regulation No. PMK-34/PMK.04/2020 regarding Customs and/or Excise as well as taxation facilities on imported goods used to countermeasure COVID-19.
      • Importation of goods originating from abroad, Bonded Logistic Center (PLB), Bonded Zone/Warehouses, Free Trade Zone/ Special Economic Zones, KITE Facility Receiving Company, used for COVID-19 countermeasure (73 items) for both commercial and non-commercial purposes may be granted the following facilities:
        • exemption on import duties and excise
        • non-imposition of PPN (VAT) and/or PPnBM (Sales Tax on Luxury Goods)
        • exemption of PPh Article 22 (import income tax)
      • These facilities may be given to:
        • Central Government
        • Regional Government
        • Individual
        • Legal entity
        • Non-legal entity
      • Importation of consigned goods and passenger goods will be granted exemption facilities. Requirements:
  • For goods worth less than USD 500 (FOB) no need to submit application for exemption facilities, document used: Consignment Note (consigned goods) and Customs Declaration (passenger goods)
  • For goods worth more than USD 500 (FOB), the importer shall submit application for exemption facilities to the Ministry of Finance through Head of Customs
    • All submission of import applications that are granted exemption facilities can be done through Lembaga National Single Window (LNSW) portal. https://insw.go.id
    • Exception on import prohibition/restriction requirements may be given if the imported goods do not exceed the amount set by the ministry / agency and / or National Board of Disaster Relief (BNPB). Otherwise, the importer shall apply for recommendation from BNPB through


  1. Exemption of Excise for Ethyl Alcohol used for social purposes and raw / supporting materials to produce non-excisable final

In the context of prevention and control of COVID-19 outbreak, exemption of excise duties for ethyl alcohol shall be given to manufacturers or storage companies based

on orders from government agencies or non-governmental organizations related to Covid-19 countermeasures.

  1. Monitoring of temporary restrictions on exports of antiseptics, raw materials for masks, personal protective equipment (PPE) and masks. According to Minister of Trade Regulation No. 23 of 2020, exporters are prohibited from exporting antiseptics, mask raw materials, personal protective equipment and masks until 30 June 2020. This regulation was issued because the government needs to maintain the availability of these goods for health services and the self-protection of Indonesian people during the COVID-19


  1. Cooperation with other government agencies
    1. The government relaxed various import and export restrictions (Lartas), especially for reputable traders (companies with high level compliance). Reduction of import restrictions is aimed to accelerate imports of raw and semi-finished materials for local manufactures. On the other hand, the government hopes to increase exports and competitiveness by reducing export restrictions. In order to support this policy, DGCE has submitted import realization report to related ministries and agencies, as well as shared data on reputable traders to Ministry of
    2. Strengthen cooperation and synergy with other government agencies including National Single Window Agency, Ministry of Health, National Agency of Drug and Food Control (Badan POM), and National Board of Disaster Relief (BNPB) through optimization of National Single Window Agency (LNSW) platform. Starting March 30, application of BNPB recommendation to obtain trade facilities in the context of COVID-19 countermeasures can be done through
    3. Development of National Logistics Ecosystem (NLE). NLE is a platform that facilitates collaboration of information systems between government and private sector to simplify and synchronize the flow of information and documents in export / import activities at ports, as well as domestics trade through data sharing, simplification business process, elimination of repetition and


  1. Working Policies for Officers
    1. To prevent and reduce the spread of COVID-19 and provide protection to the health and safety of officials / officers of DGCE, officials / officers required to:
  • avoid physical contact (for example shaking hands);
  • avoid public places / crowds / public spaces if there are no urgent interests; and
  • postpone / cancel meetings or events that mobilize or gather a large number of officers at one location simultaneously, such as workshops, seminar, conference, etc.
    1. For most officers, especially those working for back office or administration, a work from home policy has been adopted. Meanwhile, for service offices such as international ports and airports, we have implemented a work shift system and reduced the number of front-line officer. We also provide adequate personal protection equipment such as masks and gloves for front-line
    2. Officers shall submit their work progress periodically to their superiors. If a meeting is needed, it will be done virtually using Zoom, Skype or other virtual meeting application.

Minister of Law and Human Rights has issued Temporary Prohibitions of Entry (Travel Ban) into Indonesia for Foreigners in response to Covid-19’s Outbreak. Exceptions are granted to crew members of air, sea or land transport as well as medical aid and other humanitarian workers. The aforementioned foreigners excluded from the new policy must possess a valid health certificate (in English language) issued by Health Authority of respective country; reside for at least 14 (fourteen) days in a country/territory with no eminent case of Covid-19; and comply to be Quarantined for 14 (fourteen) days facilitated by the Government of the Republic of Indonesia.

Most ports in Indonesia are in operations recognizing the importance of sea transports in transport and logistics connectivity. Local authorities that want to close down their local ports must obtain advance approval from the Ministry of Transport Directorate General of Maritime Affairs. Some measures to prevent COVID19 are imposed, such as sterilization or separation of equipment that has been used by people suspected of being infected with Covid-19 and other quarantine measures in accordance with the Health Handling Protocol Covid-19 issued by the Ministry of Health. Foreign crew are requested not to come on land while docking while Indonesian crew should be quarantined for 14 days.
