Jonathan is a partner in the Infrastructure & Project Finance Group of CMS Cameron McKenna LLP with particular expertise in PPP/PFI, both in the UK and internationally.


He joined CMS in 1982 and has practised in London, the Far East and Japan, where he was the resident partner in the firm’s Tokyo office from October 1991 to June 1994. Since 1994 he has been a partner in the London office.   • High Speed 1

Jonathan has been the lead external legal adviser to the UK Department for Transport on the High Speed 1 project since 1996. He is responsible for co-ordinating the provision of legal advice in relation to a wide range of commercial matters from a multidisciplinary team of lawyers within the firm. He recently advised the Department on the sale of the concession to operate and maintain the high speed line to Borealis Infrastructure and Ontario Teachers’ Pension Plan for £2.1billion.

Shortlisted and recognised as “stand out” in the Corporate category for his work on developing a new regulatory framework to govern the UK’s first high speed rail line, High Speed 1 – FT Innovative Lawyer Awards 2011

 

  • Government of India, Ministry of Railways - New Delhi Railway Station

Advising the Government of India, Ministry of Railways in connection with the proposed redevelopment of New Delhi Railway Station, on a Public Private Partnership (PPP) basis.

The project also involves the regeneration of a large area of adjoining railway land.

 

  • Nottingham Express Transit (NET Line Two) PFI project

Advising Tramlink Nottingham in connection with the second phase of the Nottingham

Express Transit (NET Line Two) PFI project. The existing NET Line One arrangements

have been terminated and, under a new concession agreement, the contracting authority will

procure the design, construction, financing and commissioning of two further lines, together

with the operation and maintenance of the entire extended network over 23 years.

Next three years in leadership role in Kashmir Rail Project where his capacities got recognized not only at organizational but also at the National level. He then got a challenging assignment for two years as head of planning for a large road building company of India. Having excelled at the assigned responsibilities and further honing skills at Harvard Business School, he moved on to set up and lead an infrastructure consultancy in New Delhi. An engineer, businessman and leader, he has adequate reach in Government, Industry, IGO and NGO sector.

Dr. Wilfried Bassalé is qualified as a lawyer in Luxembourg, and is an infrastructure and Railway professional with 10 years of experience in a variety of transactions including project finance, public-private partnerships and project development working on energy and infrastructure projects.


Wilfried regularly acts as an independent legal and economic expert for regional economic communities in West Africa and Central Africa in the framework of regional development programs. He is also lecture at Luxembourg University.


He worked most particularly 6 years on transport projects including on support of administrations, companies and regional organizations: Cotonou-Niamey-Ouagadougou-Abidjan Railway, Charles de Gaulle Express Railway Project, Global System for Mobile communication for Railway Project, PPP Railway Reunion Island, Economic/legal studies and advised on infrastructure projects and investment law (particularly deep sea port, railway and highway).


He holds a PHD called “West african’s regional infrastructure financed by MDB bankability” within explore a concept of “bancability” in context of regional economic integration.
