1. Project purpose

The purpose of the project is to develop a scheme by which zero tolerance to
corruption principles are implemented by awarding PPP Units and other agencies
with a certificate for compliance. The subsidiary aims are to look at the
demand for such a scheme from relevant government agencies and its feasibility
dealing with issues such as liability, functionality and legality from the
perspective of the UN.

2. Project scope

The scope of the project is:

  1. To define the demand
  2. To identify the methodology for the award of a certificate and
  3. To prepare a template document that sets out the evaluation criteria by which a certifying officer would evaluate a PPP unit or other relevant agencies.

3. Project deliverables

The project deliverables are:

  1. Delivery of the results of a questionnaire to important stakeholders: PPP units, international standard bodies and certification companies, etc.
  2. Concept of the certification scheme – parties involved, benefits derived, nature of certifying officers, payment, organization of the service, etc.
  3. The model under which the certification scheme will be implemented
  4. A certifier’s manual on instructions on how to properly evaluate PPP units’ compliance with zero tolerance to corruption.

4. Geographical focus

The focus is global.

5. Project Team membership and required functional expertise

Membership is open to experts with broad knowledge in the area of PPPs especially in low and middle income countries and with experience in similar certification schemes.

7. Resource requirements

Participants in the project shall provide resources for their own
participation. The existence and functioning of the project shall not require
any additional resources from the UNECE secretariat. Meetings can be held
online or wherever is appropriate and are decided by the Project Team leader
and members. The sending out of documents and questionnaires for research
purposes can be undertaken by the UNECE secretariat.
