IMPORTATION AND CUSTOMS 


Customs, land, sea (updated 2 June 2020)


At Sea ports:
According to an update from Wilhelmsen on 25 May 2020, on vessels with a previous port call at ‘COVID -19 high risk countries’:

• Checks are implemented by sanitary authorities;

• All visitors from the shore boarding vessels must use disposable masks, gloves and shoes covers while on board;

• Removal of ship waste will only be possible after preliminary disinfection treatment;

• Crew change and shore leave are not permitted;

• All visitors are prohibited from boarding vessels, except for port authorities, agent, and stevedores, until 22 June 2020.

According to an update from Agility:

• Port operations are operating as normally, 100% depot capacity is resumed;

• Container availability is normal, there are no shortages.


Land ports:

According to an update from Agility:

• Terminals are operating normally for cargo, only passenger flights are impacted;

• Freighters are flying as normal.


 Customs, importation procedure: (updated 15 May 2020)


Export procedures:
A decree issued by the Cabinet of Ministers of Ukraine (No. 214) dated 11 March 2020 forbid the exportation of various items. The list is as follows:

• Insulated waterproof laboratory suits;

• Disposable (single use) medical insulative overalls;

• Gloves of other polymer material;

• Nitrile medical gloves, non-sterile, non-starch;

• Nitrile non-powdered gloves;

• Medical and surgical face masks;

• Safety glasses;

• Full face visors;

• Respirators with a protection rate of not less than FFP2;

• Undenatured ethyl alcohol of an alcoholic strength by volume of 80% or higher;

• Ethyl alcohol and other spirits, except for bioethanol, distilled beverages, denatured, of any strength, and similar.

Importation procedures:

A resolution issued by the Cabinet of Ministers of Ukraine (No. 224) dated 20 March 2020 relates to importation regulations. It contained a list of various items relating to the fight against COVID-19 that are free from import duties and VAT upon importation into Ukraine. It is divided into the following sections:

• Drugs;

• Disinfectants, antiseptics and disinfection equipment;

• Medical devices, medical equipment and other goods.
It refers to the following HS chapters: 22; 28; 29; 30; 34; 38; 39; 40;42; 48; 61; 62; 63; 65; 70; 84; 85; 90; 94.

On 29 May, the Government of Ukraine informed of the opening of some additional border crossing points. In addition to those already active, the following border crossing points are now opened to traffic:

  • At the border with Hungary: Malyi Bereznyi – Ublia
  • At the border with Moldova: Serpneve 1 – Basarabiaska, Таbaky – Мyrne, Кuchurgan – Pervomaisk, Кеlmentsi  - Larga, Sokyriany – Оknytsia, Mamalyga – Kryva, Rososhany – Brichen
  • At the border with Russia: Milove – Chertkovo

With effect from 6 May, the Government of Ukraine has opened the border crossing between Rawa Ruska and Hrebenne, which is situated on the border of Poland.

On 15 April 2020, the Ukrainian Government approved a mechanism allowing, on the basis of reciprocity, to take restrictive measures against those countries that have set restrictions towards Ukraine.

On the basis of reciprocity, appropriate measures can be applied to drivers and the crew of goods vehicles from countries which imposed border crossing restrictions to Ukrainian goods vehicles drivers and crew.

Meanwhile, сrossing the state border of Ukraine is permitted for drivers and the crew of goods vehicles from countries which didn't impose any restrictions on Ukrainian goods vehicles drivers and the crew.

Crossing points at the border with Belarus:

-       Senkivka- Veselivka

-       Novi Yarylovychi-Nova Huta

-       Slavutych-Komaryn

-       Vystupovychi-Nova Rudnia

-       Domanove-Mokrany.


At the border with Poland:

-       Krakowiec-Korchowa

-       Yagodin-Dorohusk.


At the border with Slovakia:

-       Uzhhorod-Vyshnie-Niemetske.


At the border with Hungary:

-       Chop (Tysa)-Zakhon.


At the border with Romania:

-       Diakove-Khalmeu

-       Porubne-Siret


At the border with Moldova:

-       Palanka-Maiaky-Udobne

-       Starokozache-Tudora

-       Reni-Dzhiurdzhiulesht

-       Mohyliv-Podilskyi-Otach


At the border with Russia:

-       Hoptivka-Nekhotieievka

-       Iunakivka-Sudzha

-       Bachivsk-Troiebortne

Given the fact that Ukraine and neighbouring countries have imposed restrictions on crossing the state borders, the State Border Service of Ukraine has released a list of checkpoints that operate between Ukraine and neighbouring countries.

In addition, to prevent the spread of COVID-19, Ukraine and most of the neighbouring countries have restricted entry of foreigners to their territory.

Crossing points at the border with Belarus:

In the Chernihiv region: "Senkivka-Veselivka", "Novi Yarylovichi-Nova Huta" "Slavutich-Komarin".

In the Kiev region: "Wilcha-Alexandrovka".

In the Zhytomyr region: "Vystupovichi-Nova Rudnya".

In the Rivne region: "Gorodishche-Verkhny Terebezhiv", "Applicants-Nevel".

In the Volyn region: "Dolsk-Mokhro", "Domanove-Mokran", "Pulemets-Tomashivka".

At the border with Poland:

In the Lviv region: "Rava-Ruska-Grebenne" and "Krakovets-Korchova".

In the Volyn region: "Yagodin-Dorohusk".

At the border with Slovakia:
