From an EU Member State or Schengen Associated Country, may I enter this country without being subject to extraordinary restrictions?
PARTIALLY
Croatia applies the commonly agreed EU "Traffic Lights" approach to travel restrictions from/to the EU Member States and Schengen Associated Countries.
Travellers (regardless of their citizenship) coming directly from EU Member States or Schengen Associated countries and regions that are currently classified as "green" will be allowed entry in Croatia with no restrictions.
It is required that travellers show no signs of COVID-19 disease and that they have not been in close contact with an infected person.
Is a coronavirus test required?
All travellers aged above 7 who, regardless of their citizenship, arrive from countries or regions that are NOT classified as "green", are subject to the requirement for a pre-departure negative PCR test or rapid antigen test for SARS-CoV-2 listed on the list of Rapid Antigen Tests Mutually Recognized by the Member States of the European Union, published by the European Commission.
The tests must be taken within 48 hours prior to arrival. In the case of a rapid antigen test and a stay in Croatia that is longer than 10 days, a second test must be conducted within 10 days of the last test.
Persons who can present a vaccination certificate proving the second dose of COVID-19 vaccine was received more than 14 days ago or, in the case of a vaccine received in a single dose, a certificate of receipt of a single dose received more than 14 days ago, are exempt from testing and isolation requirements.
Persons who have recovered from COVID-19 within the past 180 days are exempt from the obligation to provide a negative test result and to self-isolate. In order to prove their recovery, passengers need to have a positive PCR or antigen test result, or a positive neutralisation test (NT) result obtained within the last 180 days and older than 11 days, or a certificate of recovery issued by a doctor.
Some categories of people are exempt.
Is a quarantine required?
All travellers who, regardless of their citizenship, arrive from countries or regions that are NOT classified as "green", and do not provide a pre-departure negative PCR or rapid antigen test, must remain in quarantine until they receive the result of a PCR or rapid antigen test taken in Croatia.
Travellers arriving from a country or region classified as "green", who transit through high-risk countries or regions without any delay, will not be required to show a negative PCR test result for SARS-CoV-2, nor stay in quarantine, as long as they can prove this travelling through.

However, it is required that travellers show no signs of COVID-19 disease and that they have not been in close contact with an infected person.
All other travellers who, regardless of their citizenship, come to the Republic of Croatia from EU Member States and Schengen Associated countries and regions, which are currently not on the green list, must present a negative PCR test result for SARS-CoV-2 that is not older than 48 hours (counting from the time of taking the swab to the time of arrival at the border crossing point). Alternatively, travellers have the PCR test for SARS-CoV-2 done immediately upon arrival in the Republic of Croatia (at their own expenses), with the obligation to stay in quarantine until they receive a negative test result. This also applies to EU/EEA citizens and their family members, that travel to the Republic of Croatia from a third country.
Some categories of persons are exempt from the PCR test obligation.

Entry Restrictions
Citizens of EU+ countries, as well as their family members, are allowed to enter Croatia without restrictions.
EU+ comprises EU Member States plus Norway, Switzerland, Iceland, Liechtenstein, Andorra, Monaco, Vatican City State and the Republic of San Marino.
EU+ nationals as well as their family members (regardless of their residence), third-country nationals who are long-term residents under Council Directive 2003/109/EC, and persons entitled to reside under other EU directives or national law, or who hold national long-term visas, can enter the country under the same conditions as before the COVID-19 outbreak.
Third country nationals are still subject to restrictions: they can enter Croatia for business or tourism reasons only.
Travelling from Croatia or returning to Croatia
Croatian citizens are allowed to return to the Republic of Croatia without any additional requirements or special measures.

Transit
In general, all passengers may travel through Croatia provided that they enter or transit through a neighbouring country. During transit, the shortest traffic routes should be used without undue delay. It is necessary to leave Croatia as soon as possible and no longer than 12 hours from the time of entry. After approving entry, the border police will check whether transit travellers have left Croatian territory within 12 hours. As a rule, the transit through Croatia can only serve to enable entry into a neighbouring country.
Third-country nationals coming from outside the EU and Norway, Switzerland, Iceland and Liechtenstein
If foreigners who do not hold the citizenship of an EU/EEA Member State nor have regulated stay in those countries, want to enter Croatia for tourism, it is necessary to present a confirmation of paid accommodation (lease contract or lump sum payment of hotel/camp, permanent berth contract in a nautical tourism port, etc.). These persons are not subject to a 14 day quarantine / self-isolation measure if they present a negative PCR result of a nasal and throat swab for SARS-Cov-2 at the border crossing point, which is not older than 48 hours (counting from the time of taking the swab to arriving at the border crossing point). If third-country nationals have a test older than 48 hours when entering Croatia, they will be allowed to enter Croatia, however, they will be obligated to self-isolate and re-test themselves in Croatia at their own expense. Persons who do not present a negative PCR result are subject to a mandatory 14-day quarantine / self-isolation measure.

Travelling to Croatia
Travelling from EU countries is allowed without restrictions.
Travelling from Norway, Switzerland, Iceland and Liechtenstein, as well as Andorra, Monaco, Vatican City State and the Republic of San Marino, is allowed without restrictions.
Travelling from Croatia or returning to Croatia
Croatian citizens are allowed to return to the Republic of Croatia without any additional requirements or special measures.

Temporary and limited relaxation of the enforcement of driving and rest times
Croatia has notified a temporary and limited relaxation of the enforcement of driving and rest times for the drivers of vehicles engaged in goods transport. This relaxation is granted pursuant to Article 14(2) of Regulation (EC) No 561/2006. It will apply to those drivers involved in domestic and international freight transport of carriage of products consisting of life and health, such as the distribution of food and related industries, including the distribution of fuels, the transport of raw materials, food for life and animal life, the transport of medicines and medical equipment, the distribution of equipment to hospitals and other public institutions.
