The entry ban for foreign nationals expired on September 28th.

The following restrictions still apply to entry into Ukraine (up to and including October 31):

  1. Proof of health insurance that specifically includes the cost of treatment and observation for suspected COVID-19 disease in Ukraine . The insurance company must have a representative in Ukraine or be registered in Ukraine or have a contractual relationship with a Ukrainian partner insurance company.
  2. Mandatory domestic quarantine using the “Dii wdoma” (“Дій вдома”) app when entering from countries with a high risk of infection (so-called “red” list). Alternatively, a PCR test can be carried out after entering from these areas. The Ukrainian Ministry of Health updates the list for dividing risk and non-risk areas (red and green list) every few days.

Therefore, find out more before you leave at https://visitukraine.today (in English and Ukrainian) about the current status of Switzerland or another country from which you are entering, or you have stayed 14 days before entering Ukraine.

Entrants who are nationals of countries in the green zone are exempt from quarantine and COVID-19 tests. Today, Switzerland is one of the countries in the green zone!

The following additional groups of people are allowed to enter Ukraine without quarantine:

  • Children under 12 years of age;
  • Foreigners - citizens of states with a significant spread of COVID-19 who have not been on the territory of these states in the last 14 days or who use the territory of Ukraine as a transit and have documents that allow the exit within two Confirm days;
  • employees of the diplomatic missions and consular institutions of foreign countries, the missions and official organizations and their family members who are accredited in Ukraine;
  • Drivers and crew members of trucks and buses for regular passenger transport, crew members of air, sea and river vehicles, train and locomotive personnel;
  • Instructors for the armed forces of NATO member states and the member states of NATO's Partnership for Peace program, taking part in training for units of the Armed Forces of Ukraine;
  • Cultural workers at the invitation of a cultural institution with one accompanying person each;
  • People transporting hematopoietic stem cells for transplant.

IMPORTATION AND CUSTOMS 


Customs, land, sea (updated 2 June 2020)


At Sea ports:
According to an update from Wilhelmsen on 25 May 2020, on vessels with a previous port call at ‘COVID -19 high risk countries’:

• Checks are implemented by sanitary authorities;

• All visitors from the shore boarding vessels must use disposable masks, gloves and shoes covers while on board;

• Removal of ship waste will only be possible after preliminary disinfection treatment;

• Crew change and shore leave are not permitted;

• All visitors are prohibited from boarding vessels, except for port authorities, agent, and stevedores, until 22 June 2020.

According to an update from Agility:

• Port operations are operating as normally, 100% depot capacity is resumed;

• Container availability is normal, there are no shortages.


Land ports:

According to an update from Agility:

• Terminals are operating normally for cargo, only passenger flights are impacted;

• Freighters are flying as normal.


 Customs, importation procedure: (updated 15 May 2020)


Export procedures:
A decree issued by the Cabinet of Ministers of Ukraine (No. 214) dated 11 March 2020 forbid the exportation of various items. The list is as follows:

• Insulated waterproof laboratory suits;

• Disposable (single use) medical insulative overalls;

• Gloves of other polymer material;

• Nitrile medical gloves, non-sterile, non-starch;

• Nitrile non-powdered gloves;

• Medical and surgical face masks;

• Safety glasses;

• Full face visors;

• Respirators with a protection rate of not less than FFP2;

• Undenatured ethyl alcohol of an alcoholic strength by volume of 80% or higher;

• Ethyl alcohol and other spirits, except for bioethanol, distilled beverages, denatured, of any strength, and similar.

Importation procedures:

A resolution issued by the Cabinet of Ministers of Ukraine (No. 224) dated 20 March 2020 relates to importation regulations. It contained a list of various items relating to the fight against COVID-19 that are free from import duties and VAT upon importation into Ukraine. It is divided into the following sections:

• Drugs;

• Disinfectants, antiseptics and disinfection equipment;

• Medical devices, medical equipment and other goods.
It refers to the following HS chapters: 22; 28; 29; 30; 34; 38; 39; 40;42; 48; 61; 62; 63; 65; 70; 84; 85; 90; 94.

Ukrainian-Romanian border: Update

Romanian border police have suspended the requirement to present a Romanian visa upon entry into Romania for all people leaving Ukraine either directly, or via Moldova. The measure applies to anyone looking to remain in Romania, or transiting Romania to an onward destination country. The measure also applies to Ukrainian and Turkish drivers.

The Romanian Ministry of Transport and Infrastructure has confirmed that trucks travelling from Ukraine to Turkey via Romania will be permitted to pass through Romania without a transit permit.

The Romanian Ministry of Foreign Affairs recommends all EU drivers to stay in contact with their diplomatic missions to request information and consular assistance if needed.

State of emergency in Ukraine - Update

Transport operators are advised that Ukraine has closed border crossing points with Belarus.

The information systems of customs authorities in Ukraine are functioning with interruptions, however some procedures may be performed manually. Significant delays in processing cargo data and customs clearance procedures are therefore expected.

Transport operators are currently advised to change their itineraries for alternative routes in order to avoid delays.

Trucks and drivers facing blockages during operations, including returning to their home countries from Ukraine, Belarus or Russia, should immediately contact their IRU member association and national authorities, as well as inform IRU at hotline@iru.org.

We are continuing to monitor the situation with our member associations, and will provide further updates as it evolves.

Ukraine borders with Moldova and Poland - 

Poland/Ukraine: Polish Customs has confirmed that its borders with Ukraine are open. Customs processes for goods transport into Poland are operating as normal. However Polish authorities are currently prioritising passenger traffic into the country, so trucks and commercial goods vehicles should expect delays.

Moldova/Ukraine: All border crossings between Moldova and Ukraine are currently open; the Kuchurgan crossing between Ukraine and Transnistria however is closed.

We are continuing to monitor borders in the region and in particular queues and issues that commercial drivers may be facing. Please let us know if you have any information.

COVID-19 update: Quarantine extended until 31 December 2021 in Ukraine


In accordance with the Decree of the Cabinet of Ministers of Ukraine dated of 13 September 2021 No. 254, the “adaptive” quarantine system is extended until 31 December 2021.

From 23 September 2021 (00:00), the “yellow” level of epidemiological risk applies across the territory of Ukraine (main requirements introduced in Ukraine and posted on Flash Info on 25 June 2021 remain in place).

Kindly note that the current restrictions are not applicable to drivers and crew members of freight vehicles, buses providing regular services, as well as crew members of airplanes, sea and river vessels, railway trains and locomotive brigades.

CORRIGENDUM: COVID-19 update: Quarantine extended until 31 August 2021 in Ukraine

In accordance with the Decree of the Cabinet of Ministers of Ukraine dated of 22 March 2021 No. 230 and the Decree of the Cabinet of Ministers of Ukraine dated of 16 June 2021, amending its Decree dated of 9 December 2020 No. 1236, quarantine extended until 31 August 2021.

Also, the "green" level of epidemiological risk has been introduced across the territory of Ukraine.

 It is not allowed to be around in public places and buildings or transport without masks or respirators covering nose and mouth.

Documents of identification confirming residence or special status must be carried all the times.

Foreigners and stateless persons crossing the border must possess:

1.    an insurance certificate issued by Ukraine-based insurance company, or by a foreign insurer having a representative office in Ukraine or an assistance agreement with a partner insurance company in Ukraine, and covering all expenses related to COVID-19 medication, observation, and valid for the period of stay in Ukraine, AS WELL AS

2.    a negative PCR test made no later than 72 hours before entering Ukraine, OR
a negative antigen express test for coronavirus SARS-CoV-2 made no later than 72 hours; OR
a confirmation of receiving full course of COVID-19 vaccination by a vaccine, included in the list of WHO and permitted to use during emergencies.

COVID-19 update: Quarantine extended until 31 August 2021 in Ukraine


The quarantine in Ukraine has been extended by the Government until 31 August 2021. However, the “green” level of epidemiological risk has been introduced across Ukraine.

According to the new health rules and regulations, all persons entering Ukraine including professional drivers engaged in international freight transport have to present one of the following documents:

· a negative PCR test for COVID-19 made no later than 72 hours before entering Ukraine;

· a negative antigen express test for coronavirus SARS-CoV-2 made no later than 72 hours before entering Ukraine;

· confirmation of receiving full course of COVID-19 vaccination by a vaccine, included in the list of WHO and permitted to use during emergencies.

Seasonal restrictions in Ukraine


According to Ukravtodor, starting from 01 June 2020 temporary restrictions on the movement of vehicles with a total weight of more than 24 tons and an axle load of more than 7 tons are introduced on public roads to preserve the road surface. Appropriate road signs and information boards have been installed on public roads. More than 982 sites in road lanes and near road service facilities have been prepared for the temporary settling of vehicles along the roads.

Restrictions do not apply to vehicles transporting dangerous, perishable goods, live animals and poultry, as well as transport related to the prevention or elimination of the consequences of emergencies.

Enforcement of the Order will be provided by Ukrtransbezpeka and National police of Ukraine.

Due to an increased number of COVID-19 infections, quarantine in Ukraine has been prolonged until 1 November 2020. Restrictive measures will be in force until 31 October 2020.

As a COVID-19 containment measure, Ukraine will close its borders to non-nationals from 00:00 on 29 August 2020 until 00:00 on 28 September. The following exceptions will apply:

- Drivers or crew members of vehicles.

- Persons transiting through Ukraine with a ticket confirming that they will leave the country within 24 hours.

- Persons entering Ukraine to study.

- Persons serving in the armed forces of Ukraine.

- Persons permanently residing in Ukraine with the appropriate permit.

- Refugees.

- Diplomats, members of their families and representatives of international missions.

- Instructors from NATO member states working with the armed forces of Ukraine.

- Cultural figures and athletes attending official events and their staff.

- Persons transporting stem cells.

On 29 May, the Government of Ukraine informed of the opening of some additional border crossing points. In addition to those already active, the following border crossing points are now opened to traffic:

  • At the border with Hungary: Malyi Bereznyi – Ublia
  • At the border with Moldova: Serpneve 1 – Basarabiaska, Таbaky – Мyrne, Кuchurgan – Pervomaisk, Кеlmentsi  - Larga, Sokyriany – Оknytsia, Mamalyga – Kryva, Rososhany – Brichen
  • At the border with Russia: Milove – Chertkovo

With effect from 6 May, the Government of Ukraine has opened the border crossing between Rawa Ruska and Hrebenne, which is situated on the border of Poland.

On 15 April 2020, the Ukrainian Government approved a mechanism allowing, on the basis of reciprocity, to take restrictive measures against those countries that have set restrictions towards Ukraine.

On the basis of reciprocity, appropriate measures can be applied to drivers and the crew of goods vehicles from countries which imposed border crossing restrictions to Ukrainian goods vehicles drivers and crew.

Meanwhile, сrossing the state border of Ukraine is permitted for drivers and the crew of goods vehicles from countries which didn't impose any restrictions on Ukrainian goods vehicles drivers and the crew.

Given the fact that Ukraine and neighbouring countries have imposed restrictions on crossing the state borders, the State Border Service of Ukraine has released a list of checkpoints that operate between Ukraine and neighbouring countries.

In addition, to prevent the spread of COVID-19, Ukraine and most of the neighbouring countries have restricted entry of foreigners to their territory.

Crossing points at the border with Belarus:
