For foreign citizens there are no restrictions on entering the country.
Foreigners and stateless persons, except specified categories, need a PCR test or vaccination certificate on entering the Republic of Belarus.
Restrictions on presenting a PCR test do not apply to the following categories of people

Departure from the Republic of Belarus
For foreigners departure from the Republic of Belarus is not restricted. Also they do not need PCR test.
Before traveling abroad, we recommend to clarify information about the rules for entering the country of destination (the presence of a PCR test and other additional documents).
Transit through the territory
of the Republic of Belarus
Transit for foreigners is possible only if they arrive in Belarus via the air checkpoints.
Transit is:
1. Entry of a foreigner into the Republic of Belarus at the checkpoint at the airport by air from one state, following the established route through the territory of the Republic of Belarus and departure of a foreigner from the Republic of Belarus to another state at a road checkpoint, a simplified checkpoint, a checkpoint at a railway station, a checkpoint at a river port.
2. Entry of a foreigner into the Republic of Belarus at the checkpoint at the airport by air from one state and, without leaving the territory of this checkpoint (transit zone), departure of a foreigner to another state by air.
3. Entry of a foreigner into the Republic of Belarus at the airport checkpoint by air from one state and, without leaving the territory of this airport, departure of a foreigner to the Russian Federation by air.If the transit is documented within a 24-hour period, a PCR test is not required.

In the absence of a document confirming 24-hour transit through the territory of Belarus, a foreigner needs a PCR test. In addition, he or she will be given a questionnaire of the newcomer, which must be handed over to an official of the border service authorities when leaving the country. At the same time, in the questionnaire as a place of residence (stay) in the Republic of Belarus, travelers must make an entry: «transit through the territory of the Republic of Belarus in no more than 24 hours».
If the transit period exceeds 24 hours, it is possible for a traveler to cross the border only if he or she has a certificate with a negative result of a PCR test for COVID-19 infection (to get a certificate, travelers must contact a medical institution of Belarus).

PCR test
Foreigners who have reached the age of six, with the exception of those who have a permanent/temporary residence permit on the territory of the Republic of Belarus, arriving in Belarus, must have an original or a copy of a medical document on paper or in electronic form, including in the system "Traveling without COVID-19", confirming a negative result of a PCR test for COVID-19 infection.
The PCR test is performed within three days before the date of crossing the State Border of the Republic of Belarus by the polymerase chain reaction method. The medical document on the results of laboratory research must indicate the last name, first name, patronymic (if any) of the citizen, the date and the result of the laboratory test for COVID-19 infection (in Belarusian, or Russian, or English).
The absence of a medical document is a ground to refuse foreigners entry to the Republic of Belarus
The validity period of the PCR document is calculated from the date of its execution, which is considered the first day of the PCR, until the expiration of the fourth day. (If the date of execution of the PCR is 01.08.2021, then from 00.00 05.08.2021 the PCR document is not valid for entry into the Republic of Belarus).
Vaccination document
The vaccination course against COVID-19 infection must be completed within 1 to 12 months before the date of arrival to the Republic of Belarus. The vaccination document must contain the last name, first name, patronymic (if any) of the citizen, the end date of the vaccination course (in Belarusian or Russian and (or) English).

Entry to Belarus
For foreign citizens who have a permanent/temporary residence permit in Belarus, there are no restrictions on entering the country. They also don't need a PCR test.
Self-isolation has been canceled for all categories of citizens arriving from abroad. At the same time, persons who have already received self-isolation requirements before the entry into force of Resolution No. 727 are obliged to stay in self-isolation before the expiration of the specified period.
For foreign citizens and stateless persons, except for those who have a permanent/temporary residence permit in Belarus, entry into the Republic entry into the Republic of Belarus is temporarily suspended (there are exceptions).

The vaccination course against COVID-19 infection must be completed within 1 to 12 months before the date of arrival to the Republic of Belarus. The vaccination document must contain the last name, first name, patronymic (if any) of the citizen, the end date of the vaccination course (in Belarusian or Russian and (or) English).
In order to avoid problems when crossing the border, all persons are required to produce documents confirming the purpose of the trip, translated into one of the state languages of the Republic of Belarus (Belarusian, Russian). The accuracy of the translation or the authenticity of the translator's signature on the translation must be certified by a notary or another person entitled to perform such a notarial act.
When citizens of the Russian Federation transit to Russia, the PCR test is not required.
Departure from the Republic of Belarus

In order to avoid problems when crossing the state border, foreigners are advised to present documents confirming the purpose of the trip, translated into one of the state languages of the Republic of Belarus (Belarusian, Russian). The authenticity of the translation or the authenticity of the signature of the translator of the document must be attested by a notary or other official who has the right to perform such a notary act.

Entry to Belarus
For citizens of the Republic of Belarus and foreigners who have a permit for permanent or temporary residence in Belarus, there are no restrictions on entering the country. They also don't need a PCR test.
Foreigners and stateless persons (except for those who have a temporary / permanent residence permit in Belarus) are allowed to enter Belarus only through airports.
All foreigners and stateless persons who have reached the age of six (except those who have a temporary/permanent residence permit in Belarus) to enter Belarus are required to have a negative PCR test performed no later than 3 days before crossing the border.
Except for those who have a certificate of vaccination against COVID-19. (The vaccination course must be completed at least 1 month and no more than 12 months before the date of the border crossing).
The validity period of the PCR document is calculated from the date of its execution, which is considered the first day of the PCR, until the expiration of the third day. (If the date of execution of the PCR is 01.12.2021, then from 00.00 05.12.2021 the PCR document is not valid for entry into the Republic of Belarus).
Seven-days-stay of individuals in isolation is calculated from the date of arrival in the Republic of Belarus, which is considered the first day of stay in isolation until the expiry of the seventh-day-stay in isolation. (If the date of execution of the PCR is 01.12.2021, then from 00.00 05.12.2021 the PCR document is not valid for entry into the Republic of Belarus).
If a traveler has a document confirming 24-hour transit through the territory of Belarus a PCR test is not necessary
In the absence of a document confirming 24-hour transit through the territory of Belarus, a foreigner will be given a questionnaire of the newcomer, which must be handed over to an official of the border service authorities when leaving the country. At the same time, in the questionnaire as a place of residence (stay) in the Republic of Belarus, travelers must make an entry: “transit through the territory of the Republic of Belarus in no more than 24 hours”.

Russian citizens arriving in Belarus from third countries through air checkpoints not for transit must also have a certificate with a negative PCR test for COVID-19 infection.
Сitizens of the Russian Federation transiting to Russia, are not required the PCR test.
Foreigners and Russian citizens arriving in Belarus from the Russian Federation who do not have a temporary/permanent residence permit in Belarus are required to have a PCR test in accordance with the provisions of the Decree.

Transit for foreigners is possible only if they arrive in Belarus via the air checkpoints.
Transit is:
